Odoo Implementation Cost in Mexico: CFDI 4.0, PAC, Payroll, Budgets
Odoo implementation cost in Mexico: USD budget tiers, license prices, CFDI 4.0, PAC stamps, payroll CFDI, Carta Porte and sample budgets for Odoo 19 and 20.
Most answers to "cuanto cuesta implementar odoo en mexico" say licenses are the cheap part and stop. This guide starts from our published Odoo implementation cost tiers, then adds Mexico's own lines: CFDI 4.0, PAC stamps, payroll and Carta Porte.
It is for founders, CFOs and IT leads in Mexico comparing local and offshore Odoo quotes. We used the same method in our Odoo implementation cost guide for Kenya and Africa.
How much does Odoo implementation cost in Mexico?

Odoo implementation cost in Mexico runs from about US$3k for a small single-company rollout to US$150k+ for a multi-entity group, depending on users, apps, entities and custom work. The table shows the ranges and the line items that move a project inside them.
| Cost line | Typical range | What moves it |
|---|---|---|
| Starter implementation | US$3k to US$9k, 4 to 8 weeks | 3 to 5 apps, one company, standard CFDI |
| Growth implementation | US$9k to US$27k, 8 to 14 weeks | 6 to 10 apps, payroll, 2 to 3 integrations |
| Enterprise implementation | US$27k to US$150k+, 12 to 24 weeks | Several companies, heavy custom work, 5+ integrations |
| Each extra module | About US$0.9k to US$3k | Payroll, Carta Porte, POS, eCommerce |
| Each integration | US$1.2k to US$6k | Marketplaces, banks, payment gateways |
| Data migration | US$1.2k to US$9k | Source system and years of history |
These ranges apply in every country. Mexico changes what goes inside them: tax data cleanup, PAC setup and payroll rules. Whether you search "costo implementacion odoo" or "precio odoo mexico", price services line by line, then add licenses.
What is the Odoo license cost in Mexico?
The Odoo license cost in Mexico follows Odoo's list price per user: Standard US$31.10 and Custom US$61.00 a month billed yearly, with new customers paying US$24.90 and US$49.00 in the first year. It is the one line that does not change with your partner.
| Plan | Billed yearly (per user a month) | First year | What you get |
|---|---|---|---|
| One App Free | US$0 | US$0 | One app, unlimited users, Odoo Online |
| Standard | US$31.10 | US$24.90 | All apps on Odoo Online |
| Custom | US$61.00 | US$49.00 | All apps, Odoo.sh or on-premise, Studio, multi-company, external API |
| Light User | US$8.90 | n/a | Limited access for POS, warehouse and self-service staff |
Prices are from the Odoo pricing page in US dollars, checked October 2026. Confirm the price in your own billing currency on that page before you sign.
Two details matter. Odoo's docs say Mexican companies must keep MXN as the company currency, even if your partner quotes in USD. And Light Users cut the bill for store and warehouse staff; see our guide to reducing Odoo per-user licensing cost.
For the full split between what Odoo bills and what a partner bills, see our Odoo license vs implementation cost breakdown.
What does CFDI 4.0 add to an Odoo implementation in Mexico?
CFDI 4.0 adds configuration, master data cleanup and testing to an Odoo implementation in Mexico, but not a custom build, because Odoo's Mexican localization signs electronic documents to the SAT specification. The cost sits in data quality, not code.
The Odoo 20 Mexico localization documentation says the modules sign invoices to CFDI 4.0, required since January 1, 2022, and add the DIOT, electronic accounting, foreign trade and delivery guides.
Before any CFDI is signed, you need three things in place:
- An RFC: your company registered with the SAT.
- A CSD: the Certificado de Sello Digital loaded in Odoo.
- A PAC contract: Odoo works with Solucion Factible, Quadrum and SW Sapien (Smarter Web).
The consulting hours go into data. CFDI 4.0 requires the company name to match the SAT registration exactly, without the legal entity suffix, and the same applies to the ZIP code. Every customer needs a correct RFC, fiscal regime and ZIP code too.
Real users hit this. On the Odoo forum, a company got PAC errors when signing CFDI invoices: a UsoCFDI that did not match the fiscal regime, and an issue time outside PAC tolerance.
Both are cheap to fix before go-live. We clean the customer master during migration and test every document type in the PAC test environment.
How much do PAC stamps (timbres) cost with Odoo?
PAC stamps cost little next to the implementation: published Odoo-specific plans start around MXN 150 a month plus IVA. The bigger cost is choosing a plan that fits your real stamp volume.
Every signed document uses a stamp, not only sales invoices. Count credit notes, payment complements, payroll receipts and Carta Porte delivery guides when you size the plan.
- Quadrum: an On Demand plan for Odoo at MXN 150 a month plus IVA for 500 stamps, usable across several legal entities (razones sociales), with no setup or annual fee listed.
- SW Sapien: Odoo packages of 1,200 stamps at $2,266, 5,000 at $5,530 and 10,000 at $8,230, plus IVA, with a service policy included.
- Solucion Factible: the PAC Odoo uses for its test environment; ask for a quote on your volume.
Prices are as published in October 2026 and change often. Treat stamps as a running cost, like hosting.
Which Mexican localization modules change the scope?
The base localization covers accounting, CFDI and SAT reports, while Carta Porte, pedimentos, external trade, POS and eCommerce are optional modules that each add scope. Odoo recommends installing them only when the business needs them.
| Module | What it does | Budget impact |
|---|---|---|
| Mexico Accounting, EDI, Reports | Chart of accounts, CFDI 4.0, DIOT, electronic accounting | Inside every tier |
| EDI Advanced Features | External trade complement for exports | Extra module effort |
| Electronic Delivery Guide | Carta Porte for goods moved by road | Extra module plus Fleet setup |
| Stock and Landing | Customs numbers (pedimentos) on landed costs | Extra module plus purchase testing |
| CFDI fields for Sales | CFDI 4.0 fields on sales orders | Light configuration |
| POS and eCommerce localization | CFDI fields at the till and online checkout | Extra module per channel |
Watch the limits. Odoo's docs say Carta Porte does not support document type "I", air, train or marine transport, so those cases need custom work or a separate tool.
Addendas for large retail customers are another hidden line. Odoo lets you inject addenda code, but its own docs warn this may need technical knowledge and add technical debt. Budget each addenda as a small custom item.
What does Mexican payroll cost to set up in Odoo?
Mexican payroll in Odoo is a localization, not a custom build, so it is priced like an extra module plus a parallel run. Expect it to be the module with the most testing.
The Odoo 20 Mexico payroll documentation covers employee and employer payroll taxes, payroll CFDI signing, Infonavit and Fonacot credits, the aguinaldo Christmas bonus and the vacation table.
Payroll receipts are CFDI documents too, and each one must be stamped by a PAC before it goes to the SAT. A 200-person company paying every two weeks adds hundreds of stamps a month, so size the PAC plan with HR in the room.
Run at least one parallel payroll and reconcile every difference before you switch, and keep rates in configuration so a new tax table changes data, not code.
Odoo 19 or Odoo 20 for a new project in Mexico?
For a new project in Mexico, start on Odoo 20 unless a module you depend on is not ready for it yet. Both versions carry the Mexican localization, so CFDI is not the deciding factor.
Odoo 20 was released in September 2026, and the Mexico localization and payroll docs are published for 20.0. Starting on the newest version buys you the longest support window before your first upgrade.
Two Odoo 20 changes touch the budget. Odoo 20 AI runs on Odoo AI IAP credits at EUR 1 per credit, with own OpenAI or Gemini keys removed. And XML-RPC and JSON-RPC are deprecated, with removal scheduled for Odoo 22, so new integrations should use the newer API.
If you already run Odoo 19 or depend on a third-party CFDI or addenda module, check its Odoo 20 version first. Our guide on choosing Odoo 19 or Odoo 20 walks through that check.
What do sample Odoo budgets look like in Mexico?
A realistic Odoo budget in Mexico combines the implementation tier, first-year licenses and local add-ons, and the illustrative figures below show how they stack up. They are worked examples from our published ranges, not quotes.
| Scenario (illustrative) | Implementation | Mexico add-ons | Year-one licenses | Year-one total |
|---|---|---|---|---|
| Monterrey distributor, 15 users, Sales, Inventory, Accounting | US$3k to US$9k | Carta Porte module US$0.9k to US$3k | 15 Standard at US$24.90: about US$4.5k | About US$8.4k to US$16.5k |
| Guadalajara manufacturer, 40 users, full ERP plus payroll | US$9k to US$27k | Payroll and pedimentos modules US$1.8k to US$6k; migration US$1.2k to US$9k | 40 Custom at US$49.00: about US$23.5k | About US$35.5k to US$65.5k |
| Mexico City group, 120 users, two companies | US$27k to US$150k+ | Multi-company setup US$3k to US$12k | 120 Custom at US$49.00: about US$70.6k | About US$100k and up |
PAC stamps, Odoo.sh hosting and support sit outside these totals. From year two, licenses move to the yearly price of US$31.10 or US$61.00 per user.
In a small project, year-one licenses are about as large as the implementation, so user counts matter as much as scope.
Test your own numbers in our Odoo implementation cost calculator, then ask every bidder to map their quote to the same lines.
Which industries in Mexico get the most from Odoo?
Distribution, manufacturing, retail, export and services firms get the most from Odoo in Mexico, because each signs a high volume of CFDI documents that spreadsheets cannot keep up with. The table shows the usual pattern.
| Industry | Pain or cost driver | Odoo approach | How iVentureTeam helps |
|---|---|---|---|
| Distribution and wholesale | Carta Porte on every road shipment | Inventory, Sales, Delivery Guide, Fleet | Route setup, vehicle data, stamp sizing |
| Manufacturing (maquila and Bajio plants) | Imported inputs, customs numbers | MRP, landed costs with pedimentos | BOM design, landed cost rules |
| Retail and restaurants | Walk-in sales, CFDI on request | POS localization, global invoice, Light Users | POS setup, global invoice series |
| Exporters | External trade complement | EDI Advanced Features | Export document testing |
| Professional services | Payment complements on partial payments | Accounting, Project, Timesheets | Payment flow, billing rules |
| Suppliers to big retailers | Customer addendas | Addendas and Complementos | Scoped addenda builds |
How do you compare Odoo quotes from Mexican and offshore partners?
Compare Odoo quotes on scope lines, not the bottom number, because a local Odoo partner in Mexico and an offshore partner package the same project very differently. Score each bid on these points before you talk price.
- CFDI scope: which document types are tested (invoice, credit note, payment complement, global invoice, payroll, Carta Porte).
- PAC and stamps: who signs the PAC contract and how the stamp volume was sized.
- Payroll: which deductions, which reports and how many parallel runs.
- Licenses: Standard or Custom, full users against Light Users, yearly or monthly billing.
- Currency: the exchange rate assumed and whether the quote is in USD or MXN.
- Hours and language: meeting windows in Mexican time and Spanish training material for key users.
Central Mexico sits roughly 11 to 12 hours behind India, so an offshore team should commit to set morning workshops. Our guide on how to compare Odoo implementation proposals has a scoring sheet.

Odoo implementation cost case study: KMF Technologies
A distributor with a local chart of accounts shows what a tightly scoped, country-specific Odoo rollout looks like: four core modules live in eight weeks. KMF Technologies supplies IT services, hardware and network infrastructure across West Africa.
Its back office ran on manual tracking. Products lived in hand-kept lists, there was no real-time stock view, and sales, purchase and store teams could not see each other's data.
We configured Sales, Purchase, Inventory and Accounting, built seven custom PDF formats for quotations, orders, invoices and purchase orders, imported the full product master and created a custom chart of accounts for The Gambia.
The rollout ran in phases with training and ongoing support. Standard apps plus local tax setup is the same pattern a Mexican distributor needs. Read the KMF Technologies Odoo inventory implementation case study.
The bottom line on Odoo implementation cost in Mexico
Budget US$3k to US$27k for most single-company projects in Mexico, add first-year licenses and a small PAC plan, and treat CFDI, payroll and Carta Porte as configuration lines, not custom builds. Most overruns come from bad tax data.
Clean your RFC, fiscal regime and ZIP data before the project starts, size your stamp volume across every document type, and ask every bidder to quote the same lines. The real number is usually clear after that.
