Odoo Implementation Cost in Kenya and Africa: Budget, eTIMS, Payroll
Odoo implementation cost in Kenya, Nigeria, Zambia and Ghana: USD budget tiers, license prices, KRA eTIMS, e-invoicing, local payroll, hosting and support.
Most "Odoo cost in Kenya" pages end with "request a quote" and never show a number. This guide starts from our published Odoo implementation cost tiers, then adds the line items that only appear in Nairobi, Lagos, Lusaka or Accra.
It is written for finance directors, founders and IT leads in East and West Africa comparing local and offshore Odoo quotes. If you want the license side in full first, read our Odoo pricing guide for 2026 and come back.
How much does Odoo implementation cost in Kenya?
Odoo implementation cost in Kenya lands between US$3k and US$150k+ depending on users, modules, entities and custom work, with most single-company projects in the US$3k to US$27k band. The tiers below are the same ones we publish for every country.
| Tier | Typical size | Implementation range | Timeline | What is usually inside |
|---|---|---|---|---|
| Starter | 5 to 25 users, one entity | US$3k to US$9k | 4 to 8 weeks | 3 to 5 apps, standard tax setup, basic migration, training |
| Growth | 25 to 100 users, one or two entities | US$9k to US$27k | 8 to 14 weeks | 6 to 10 apps, custom flows, multi-warehouse, 2 to 3 integrations |
| Enterprise | 100+ users, multi-entity | US$27k to US$150k+ | 12 to 24 weeks | Full suite, multi-country, heavy custom modules, 5+ integrations |
The drivers that move a Kenyan project inside a tier are the ones on our cost page: each extra module adds roughly US$0.9k to US$3k of effort, a custom module US$1.8k to US$9k, an integration US$1.2k to US$6k, and data migration US$1.2k to US$9k.
Kenya adds one line other markets do not: KRA eTIMS. We treat it as an integration-class item inside that US$1.2k to US$6k band, not a separate custom project. The eTIMS section below explains why.
What is the Odoo licence cost in Africa?
The Odoo licence cost in Africa is the USD list price: Standard US$31.10 and Custom US$61.00 per user a month billed yearly, with new users paying US$24.90 and US$49.00 in year one. Spelled "license" in US English, it is the one cost that does not change with your partner.
| Plan | Yearly billing (per user a month) | Monthly billing | First-year price | What you get |
|---|---|---|---|---|
| One App Free | US$0 | US$0 | US$0 | One app, unlimited users, Odoo Online |
| Standard | US$31.10 | US$38.90 | US$24.90 | All apps, Odoo Online hosting |
| Custom | US$61.00 | US$76.20 | US$49.00 | All apps, Odoo.sh or on-premise, Studio, multi-company, external API |
| Light User | US$8.90 | n/a | n/a | Limited access for shop-floor, POS and self-service staff |
Prices are from the Odoo pricing page as of October 2026. The first-year discount runs 12 months for the users ordered at the start; Odoo.sh hosting is billed separately.
Two details matter for African buyers. Odoo's pricing page lists a Kenyan shilling option but no naira, kwacha or cedi, so Nigerian, Zambian and Ghanaian buyers should budget in USD. And any active employee record without a linked user counts as a Light User, which matters for payroll-heavy firms.
If you run many warehouse, retail or field staff, our guide to reducing Odoo per-user licensing cost shows how Light Users and portal access cut the bill.
Why are Odoo quotes in Africa priced in USD?
Odoo quotes in Africa are priced in USD because Odoo bills most of the continent in dollars or euros, and offshore partners quote in the same currency. Convenient for comparison, risky for a budget holder paying in shillings or naira.
- Fix the exchange assumption in the proposal. Ask every bidder to state the rate and date used, so local-currency comparison is fair.
- Pay licenses yearly. Yearly billing costs less per user (US$31.10 against US$38.90 on Standard) and locks the dollar amount for twelve months.
- Split implementation into milestones. Our projects bill at kickoff, pilot, go-live and hypercare, so you buy dollars in four smaller lots.
- Hold a currency buffer, not a scope buffer. A 10% contingency on the USD total is common industry practice; label it currency risk so it is not spent on features.
- Agree who pays bank charges. International transfer fees are small but real; put them in the contract.
What does KRA eTIMS add to an Odoo implementation in Kenya?
KRA eTIMS adds setup, registration and testing to an Odoo implementation in Kenya, but not a custom build, because Odoo ships its own OSCU that signs and transmits invoices to the Kenya Revenue Authority. The work is procedural rather than technical.
Odoo's Kenya fiscal localization documentation describes the flow. The eTIMS EDI modules run on Odoo 17.0 or later. You initialize the OSCU in test mode, then file a service request on the eTIMS dashboard naming Odoo KE LTD as the integrator.
The parts that cost consulting time:
- Product registration: every product needs a packaging unit, origin country, eTIMS product type and UNSPSC category before it can be invoiced or moved.
- Branch setup: KRA treats each place of supply as a branch with its own OSCU and invoice sequence, so three outlets mean three initializations.
- Stock discipline: KRA does not accept sales of products that are not in stock, so inventory must be accurate at go-live.
- Purchases and credit notes: vendor bills are fetched daily and must match a confirmed purchase order line; credit notes above the original invoice are rejected.
Since the Finance Act 2023, KRA only recognizes eTIMS invoices for income tax deductions, so Kenyan companies cannot park eTIMS in phase two. We build it into the first go-live.
Odoo Community has no native OSCU. Third-party eTIMS OSCU modules on the Odoo Apps store list at around US$673.50 per version before setup, so Enterprise often costs less once you add a paid connector and its upgrades.
How do Nigeria, Zambia and Ghana e-invoicing rules change the budget?

Nigeria, Zambia and Ghana each run or are rolling out national e-invoicing, and Odoo has no native connector for any of them as of October 2026, so budget an integration line of US$1.2k to US$6k or a middleware subscription. The table shows where each country stands.
| Country | Tax authority system | Who must comply | Odoo localization status | Budget impact |
|---|---|---|---|---|
| Kenya | KRA eTIMS (OSCU) | All persons in business, VAT or not | Native OSCU in Odoo Enterprise 17+ | Configuration and registration |
| Nigeria | NRS Merchant Buyer Solution | Large taxpayers (N5bn+ turnover) from July 31, 2026, then phased | Chart of accounts and taxes; no e-invoicing docs | Access point or middleware integration |
| Zambia | ZRA Smart Invoice | Resident and VAT-registered taxpayers; penalties since October 2024 | Listed package; no Smart Invoice connector | VSDC integration through an approved system |
| Ghana | GRA E-VAT | Large taxpayers first, then medium and small in phases | Not in the Odoo 20 localization list | Custom chart of accounts plus E-VAT integration |
The Odoo 20 fiscal localizations list names Kenya, Nigeria and Zambia but not Ghana. For Ghana, expect to build the chart of accounts and VAT structure by hand, priced as module configuration.
For Nigeria, the practical path today is an approved access point provider fed from Odoo through the external API, which needs the Custom plan. Our Odoo integration services build that link; budget one integration plus the provider's annual fee.
What does local payroll cost to set up in Odoo?
Local payroll setup in Odoo costs the least in Kenya, where a full payroll localization exists, and the most in Nigeria, Zambia and Ghana, where statutory rules must be built as custom salary rules. Payroll is the module most often underestimated in African quotes.
Odoo's Kenya payroll localization covers PAYE, NSSF, SHIF (formerly NHIF), allowance caps, HELB and salary advances, and generates P9 tax deduction cards plus NSSF and SHIF export files. Kenya is one of 24 countries with an Odoo 20 payroll localization.
Nigeria, Zambia and Ghana are not on that list. Their PAYE bands, pension contributions and levies become custom salary rules and structures, tested against a parallel payroll run. We price that as a custom module, US$1.8k to US$9k depending on the rules and reports.
Two habits keep payroll cost down: run one parallel month and reconcile every variance before you switch, and keep statutory tables in configuration so a budget speech changes a rate, not code. Odoo 20 also reworked pay runs and contracts; see the Odoo 20 payroll release notes.
Hosting and connectivity: Odoo Online, Odoo.sh or a local server?
For most Kenyan and Nigerian companies Odoo Online is the lowest-cost host, Odoo.sh fits teams that need custom code, and a local server only makes sense when regulation or connectivity forces it. The choice changes both the license plan and the running cost.
| Option | License plan needed | Extra hosting cost | Fits when |
|---|---|---|---|
| Odoo Online | Standard or Custom | None, included | Standard apps, no custom code, reliable internet |
| Odoo.sh | Custom | Per worker, per GB and per staging branch | Custom modules, eTIMS or MBS integrations, staging needed |
| On-premise or local cloud | Custom | Your server, backups, sysadmin time | Data residency rules, poor connectivity, existing IT team |
Odoo.sh pricing is set by workers, storage and staging environments, and it excludes the Enterprise license.
Connectivity deserves a plain answer. Odoo 20 offline mode exists, but Odoo's documentation calls it a fix for short interruptions: records must be opened online first, attachments cannot be uploaded offline, and local data is capped at 2 GB. Plan stable internet at every branch.
Our comparison of Odoo Online, Odoo.sh and on-premise hosting covers the upgrade and control trade-offs in more depth.
What do Odoo support and partner availability cost after go-live?
Odoo support after go-live typically runs 15% to 20% of the implementation fee a year as an industry estimate, and the harder question in Africa is who provides it in your time zone. Partner availability is thinner than in Europe or India, which pushes some local quotes up.
- Odoo's own support: included with every paid plan for standard functionality, but it excludes maintenance of your custom code.
- Partner maintenance: a block of hours or monthly retainer for configuration changes, user questions and small developments, the way our Odoo ERP support plans work.
- In-house administrator: one trained power user who handles most day-to-day requests, with a partner behind them.
East Africa sits at UTC+3 and West Africa at UTC+1, while India is UTC+5:30. An Indian team's normal day covers Nairobi from early morning to mid-afternoon and Lagos until around lunch, so overlap is real without night shifts. Role-based training at go-live cuts year-one support hours.
What do sample Odoo budgets look like for Kenya and Nigeria?
A realistic Odoo budget for Kenya or Nigeria combines the implementation tier, first-year licenses and local add-ons, and the illustrative figures below show how they stack up. They are worked examples from our published ranges, not quotes.
| Scenario (illustrative) | Implementation | Local add-ons | Year-one licenses | Year-one total |
|---|---|---|---|---|
| Nairobi distributor, 15 users, Sales, Inventory, Accounting | US$3k to US$9k (Starter) | eTIMS setup US$1.2k to US$6k | 15 Standard users at US$24.90: about US$4.5k | About US$8.7k to US$19.5k |
| Lagos manufacturer, 40 users, full ERP plus payroll | US$9k to US$27k (Growth) | Payroll rules US$1.8k to US$9k; MBS integration US$1.2k to US$6k | 40 Custom users at US$49.00: about US$23.5k | About US$35.5k to US$65.5k |
| Kenya and Zambia group, 120 users, two entities | US$27k to US$150k+ (Enterprise) | eTIMS plus Smart Invoice; consolidation US$3k to US$12k | 120 Custom users at US$49.00: about US$70.6k | About US$100k and up |
Two things stand out. In a small project the first-year license bill is often as large as the implementation, so user counts matter as much as scope. In a mid-size project the local add-ons can be a third of the fee, so they belong in the first proposal.
Test your own numbers in our Odoo implementation cost calculator, then ask bidders to map their quote to each line.
Which industries in East and West Africa get the most from Odoo?
Distribution, manufacturing, agri-processing, retail and NGOs are where Odoo most often pays back in East and West Africa, because each has a tax or reporting pressure spreadsheets cannot keep up with. The table shows the usual pattern.
| Industry | Pain or cost driver | Odoo approach | How iVentureTeam helps |
|---|---|---|---|
| FMCG and distribution | eTIMS or Smart Invoice on every delivery, many SKUs | Inventory, Sales, Accounting with native eTIMS, barcode | Product registration, branch setup, stock accuracy |
| Manufacturing | Costing in a volatile currency, imported inputs | MRP with landed costs, multi-currency, customs import matching | BOM design, landed cost rules, cost reports |
| Agri-processing and export | Seasonal workers, quality grades, export papers | Payroll with piece rates, Quality, Inventory lots | Payroll rules, lot tracking, document templates |
| Retail and restaurants | Many light users, compliant POS receipts | POS with Light Users, Accounting, loyalty | Light User sizing, POS fiscal setup, store rollouts |
| NGOs and development programs | Donor reporting by project, multi-currency grants | Analytic accounting, Project, Expenses, Documents | Analytic structure, donor reports, approval flows |
How do you compare Odoo quotes from Kenyan, Nigerian and offshore partners?
Compare Odoo quotes on scope lines, not the bottom number, because a local partner and an offshore partner package the same project very differently. Score each bid on these before you talk price.
- Tax integration named: eTIMS, Smart Invoice or MBS, and whether it is native, third-party or custom.
- Payroll scope: which statutory deductions, which reports, how many parallel runs.
- License plan and users: Standard or Custom, full users against Light Users, yearly or monthly billing.
- Hosting and support: Odoo Online, Odoo.sh worker count or your server, plus what happens in month two when a report is wrong.
- Currency and payment terms: the rate assumed, who pays transfer fees, the milestone split.
- References you can call in your country or sector.

Odoo implementation cost in Kenya case study: Kongowea Village
A Kenyan community initiative shows what a small, tightly scoped Odoo project looks like: five weeks from start to a live site and survey engine on one Odoo backend. Kongowea Village needed a credible digital front door for investors, partners and advertisers.
The initiative had no website, so there was no channel for investment, partnership or advertising inquiries. Community feedback was collected informally with no consistent questionnaire, and most of the audience would arrive on mobile phones.
iVentureTeam delivered the whole footprint on Odoo 12 Enterprise: seven mobile-responsive pages, including Invest, Partner With Us and Advertise, plus Odoo's survey module configured with a predefined questionnaire so responses land in the same backend.
The site is live at kongoweavillage.co.ke, survey responses arrive structured instead of scattered across email and paper, and the backend is ready for eCommerce, CRM or events. Read the Kongowea Village Odoo website and survey case study.
The bottom line on Odoo implementation cost in Kenya and Africa
Budget an Odoo implementation in Kenya, Nigeria, Zambia or Ghana at the same US$3k to US$150k+ tiers as anywhere else, then add tax integration, payroll rules, hosting and a currency buffer as named lines. The partner who shows you those lines is the one you can hold to the number.
Kenya is the easiest of the four to budget, because eTIMS and payroll are both native in Odoo Enterprise. Nigeria, Zambia and Ghana need e-invoicing integration and custom payroll, so their add-on lines run larger. In every case, pay licenses yearly and confirm the exchange rate before you sign.

Frequently Asked Questions
How much does Odoo cost in Kenya?
+
Odoo licenses cost US$31.10 per user a month for Standard and US$61.00 for Custom, billed yearly, with lower first-year prices. Implementation adds about US$3k to US$9k for a small company and US$9k to US$27k for a mid-size one, plus eTIMS setup.
Is Odoo eTIMS compliant in Kenya?
+
Yes. Odoo Enterprise 17.0 and later includes a KRA-approved OSCU that signs and transmits invoices, credit notes, stock moves and purchases to eTIMS. You register the device through the eTIMS dashboard naming Odoo KE LTD as the integrator.
Does Odoo support Kenyan payroll?
+
Yes. The Kenya payroll localization handles PAYE, NSSF, SHIF, allowance caps, HELB and salary advances, and generates P9 tax deduction cards plus NSSF and SHIF export files. Nigeria, Zambia and Ghana payroll needs custom salary rules.
Can I pay for Odoo in Kenyan shillings or naira?
+
Odoo's pricing page lists a Kenyan shilling option, but no naira, kwacha or cedi, so most African buyers budget in USD. Yearly billing fixes the dollar amount for twelve months, which is the simplest way to limit exchange risk.
Does Odoo work with Nigeria's FIRS or NRS e-invoicing?
+
Not natively as of October 2026. Odoo lists a Nigeria fiscal localization for the chart of accounts and taxes, but no connector to the Merchant Buyer Solution. Large taxpayers had to adopt it by July 31, 2026, so budget an access point integration.
Is Odoo Community free in Africa?
+
Odoo Community is free to download and run on your own server, but it has no native eTIMS, payroll localizations or Odoo-hosted support. Third-party eTIMS modules list at around US$673.50 per version, so compare the total before choosing Community.
How long does an Odoo implementation take in Kenya?
+
A small single-company rollout usually takes 4 to 8 weeks, a mid-size one 8 to 14 weeks, and a multi-entity group 12 to 24 weeks. eTIMS product registration and KRA service request approval can add days, so start registration early.
Should I choose a local Odoo partner or an offshore one?
+
Choose on scope clarity, references and support hours, not location. A local partner knows the tax office; an offshore partner often has deeper Odoo benches and lower rates. Many African companies combine both, with a local advisor on tax.
