How to Compare Odoo Implementation Proposals: Checklist and Scorecard
How to compare Odoo implementation proposals: a line-item checklist, scope exclusions to price, quote red flags, real cost ranges and a weighted scorecard.
Most buyers compare Odoo quotes by total price and one reference call. That is how a company ends up choosing the proposal that forgot data migration. Our Odoo implementation services proposals are built to survive a line-item comparison, so here is the method.
This guide is for owners, CFOs and project sponsors holding two or more Odoo quotes: what a proposal must contain, the exclusions to price, the red flags, a scoring template and the contract terms that protect you. Still building a shortlist? Start with the best Odoo implementation partners.
What should an Odoo implementation proposal include?

A complete Odoo implementation proposal breaks the project into priced line items with hours, owners and acceptance criteria, instead of one lump sum. Use the table below as your Odoo implementation scope checklist when you read each quote.
| Line item | What a complete proposal states | What a weak proposal says |
|---|---|---|
| Discovery and process mapping | Days, workshops, who attends, written output | "Included" with no deliverable |
| Configuration per app | Hours per app, for example Sales, Inventory, Accounting | "Setup of modules" |
| Custom development | Each custom module or report named, with hours | "Customization as needed" |
| Integrations | Each system named, direction of data, hours | "Integration support" |
| Data migration | Source systems, record types, years of history, test loads | "Data import" |
| Training | Sessions, roles covered, seats, format | "User training" |
| Go-live and hypercare | Cutover plan, days of hypercare, response times | "Post go-live support" |
| Licences and hosting | Odoo plan, user count, hosting type, billed by whom | A single "software" number |
A proposal that cannot name the apps, integrations and record types was written before anyone understood your business. Ask for the missing lines before you compare totals, and check that each line names an owner.
Data cleaning and user acceptance usually sit with you, and an honest quote says so. Our discovery phase exists so the quote rests on a mapped process, not a sales call.
How do you compare Odoo partners' quotes like for like?
To compare Odoo partners' quotes fairly, rebuild each one on the same scope sheet and add the price of whatever it leaves out. Hourly rates and totals only mean something once the scope matches.
- Write your own scope sheet first: apps, users, entities, integrations, data sources and reports, sent to every vendor.
- Map each quote onto the sheet: one column per vendor. Blank cells are the gaps you will pay for later.
- Price the blanks: use the vendor's own hourly rate, or our published ranges, to cost each missing line.
- Separate one-time and recurring costs: implementation, licences, hosting, support and custom-code maintenance on different rows.
- Add a five-year column, then compare totals: the lowest adjusted price with the fewest blanks usually wins.
For the licence row, check every quote against the Odoo pricing page. In the US, Standard is US$31.10 and Custom is US$61.00 per user a month billed yearly, with first-year prices of US$24.90 and US$49.00 for new users. Light Users are US$8.90.
Hosting is its own row: Odoo Online is included, Odoo.sh is billed by Odoo, on-premise means your servers. Our Odoo hosting comparison explains which fits which project.
Which Odoo implementation scope exclusions cost the most later?
The Odoo implementation scope exclusions that hurt most are the ones every project needs but no proposal wants to price: data cleaning, historic data, custom-code upgrades and extra training. Price them before you sign.
- Data cleaning: Odoo's upgrade SLA excludes "the cleaning of pre-existing data and configurations", and implementation quotes usually exclude it too. Someone has to dedupe customers.
- Historic transactions: most quotes migrate master data and open items only. Five years of searchable invoices is a separate line; our migration range is $1.2k to $9k depending on source system and history.
- Custom-code upgrades: Odoo's upgrade service covers standard apps and Studio customizations free, but not custom modules without a maintenance contract.
- Custom-code maintenance: one Odoo Online customer was told maintenance of custom code is mandatory on that hosting; another reported EUR 48 a month for 278 lines. Ask who pays this.
- Reports, training seats and hypercare length: "standard reports" means Odoo's defaults, one training session is not a program, and two weeks of hypercare is not 60 days. Get a number for each.
What are the Odoo quote red flags to watch for?
The clearest Odoo quote red flags are missing hours, custom code proposed on Odoo Online, and support that quietly becomes a new quote for every question. Real buyers on the Odoo forum describe each of these.
- No hours per phase: one user asked whether a $22K installation and implementation quote was fair, and the only honest answer was that it depends on the scope. A total without hours cannot be checked.
- Custom modules on Odoo Online: Odoo's documentation states that Odoo Online is incompatible with custom modules. A proposal pairing both has not been checked technically.
- Everything becomes a change order: one buyer reported 16 months, $15,000 and 170 hours with no working system because "every small change or clarification became a new quote".
- Studio sold as a cure-all: another spent about $20,000 over nearly a year before hearing that an approval workflow needed code and Odoo.sh. The proposal should say what needs Studio and what needs code.
- Unnamed team, undefined "done", bundled numbers: ask who will deliver, what acceptance means per phase, and for licences, hosting and services as separate figures.
- No version named: a proposal written in late 2026 should say Odoo 20, or explain why you would start on 19 and upgrade.
When a red flag surfaces mid-project rather than in the proposal, our guide on changing Odoo partners mid-project covers the takeover process.
How do Odoo Success Packs and partner levels change the price?
Odoo sells its own Success Packs by the hour, while partners price by day or by project, and a partner's level reflects sales volume more than delivery quality. Both facts help you read a quote.
Odoo's Success Packs are prepaid consultant hours: Starter 4 hours at US$580, Basic 25 at US$3,600, Standard 50 at US$7,000, Custom 100 at US$12,500 and Pro 200 at US$25,000, with 15% off a new customer's first pack. That is roughly US$125 to US$145 an hour, our calculation.
Odoo's pricing FAQ says small companies usually buy Success Packs, companies above 50 employees usually work with a partner, and companies above 250 contact Odoo directly. A partner can price below Odoo's hourly equivalent, but only a line-item quote shows whether it also delivers fewer hours.
| Buying route | How it is priced | Best for | Watch for |
|---|---|---|---|
| Odoo Success Pack | Prepaid hours, US$125 to US$145 an hour equivalent | Small teams, standard apps, Odoo Online | Travel and performance work billed separately |
| Partner, project price | Firm price for a written scope | Defined projects with clear exclusions | Change-order rules and acceptance criteria |
| Partner, time and materials | Hourly or daily rate | Discovery, open-ended custom work | Hours cap and weekly reporting |
| Mixed model | Firm core scope plus hourly extras | Most mid-size projects | A clear line between the two |
Partner levels come from Odoo's partnership agreement. Ready needs 10 net new Enterprise users sold a year and one certified employee; Silver needs 75 users, three certified staff and 70% retention; Gold needs 300 users, six certified staff and 80% retention, reviewed quarterly.
Those thresholds reward licence sales and retention, not manufacturing or multi-entity experience, so treat the badge as a filter and judge the proposal on its own evidence.
What do realistic Odoo implementation hours and costs look like?
A realistic Odoo implementation cost breakdown scales with users, apps, custom modules, integrations and data history, and the ranges below are our published tiers from 150+ projects. Use them to sanity-check any quote, in either direction.
| Project size | Users | Typical scope | Implementation cost | Timeline |
|---|---|---|---|---|
| Small | 5 to 25 | 3 to 5 apps, standard migration, basic reports | $3k to $9k | 4 to 8 weeks |
| Mid-size | 25 to 100 | 6 to 10 apps, custom modules, 2 to 3 integrations | $9k to $27k | 8 to 14 weeks |
| Large | 100+ | Full suite, multi-entity, 5+ integrations | $27k to $150k+ | 12 to 24 weeks |
The drivers on our Odoo implementation cost page are roughly $0.9k to $3k per app, $1.8k to $9k per custom module, $1.2k to $6k per integration, $1.2k to $9k for data migration and $3k to $12k for multi-entity setup. None are fixed; they are where real projects land.
For an hours check, one partner in the forum thread above estimated about 100 hours for a standard CRM, Sales, Inventory, Purchase and Accounting setup without customization. Price your own scope with our Odoo implementation cost calculator, then hold each proposal against the result.
Which contract terms in an Odoo statement of work protect you?
The Odoo statement of work should fix milestones, change-order rules, code ownership, acceptance tests and an exit path, because the proposal price only holds if those terms do. These are the clauses we see missing most often.
- Milestone payments: we split projects 30% at kickoff, 30% at pilot, 30% at go-live and 10% after hypercare, each tied to a signed acceptance.
- Change-order process: written estimate, your approval, then work. Every forum story above starts with changes billed first.
- Code ownership: custom modules in a repository you own, with documentation, and a named owner for upgrading them at the next version.
- Freedom to switch: Odoo's Enterprise Subscription Agreement lets a customer change partner on 30 days' written notice. Your services contract should not lock you in longer.
- Support definition: response targets by severity, hours of cover, and what counts against prepaid hours.
How do you score Odoo implementation proposals?
Score Odoo implementation proposals on a weighted template so the team argues about evidence, not impressions. Copy the table into a spreadsheet, score each vendor from 1 to 5 per row, multiply by the weight and total the column.
| Criterion | Weight | Scores 5 when | Scores 1 when |
|---|---|---|---|
| Scope clarity | 25% | Every app, integration and data set named with hours | Lump sum, "as needed" wording |
| Delivery team | 20% | Named consultants, relevant projects, your industry | Unnamed team, demo staff only |
| Method and plan | 15% | Phases, acceptance criteria, test and cutover plan | A timeline with no gates |
| Commercial terms | 15% | Milestones, change-order rules, code ownership | Payment up front, no change process |
| Five-year cost | 15% | Adjusted total, licences and hosting shown separately | Headline price only |
| Support and upgrade path | 10% | Hypercare length, response targets, upgrade owner | "Support available" |
- Normalize first: add missing line items to each quote before scoring, or the vaguest proposal scores best on price.
- Score independently: finance, operations and IT score separately, and big differences become the next vendor questions.
- Check references and run a scripted demo: ask past clients whether the final invoice matched the proposal, then watch finalists handle your three hardest processes in Odoo 20.
A proposal that scores well here will also pass our Odoo implementation checklist, because both reward written scope and clear ownership.
Which proposal details differ by industry?
Industry changes which line items matter most, so weight the scope rows that carry your real risk. The table shows where we see proposals go wrong by sector.
| Industry | Pain or cost driver | Odoo approach | How iVentureTeam helps |
|---|---|---|---|
| Manufacturing | BoM depth, routings, quality | MRP, Quality, Maintenance in one database | Price BoM migration as a separate line |
| Wholesale and distribution | Multi-warehouse, barcodes, landed costs | Inventory routes, Barcode, Purchase | Name every warehouse and route in the scope |
| Retail and eCommerce | Channel sync, payments, returns | POS, eCommerce, connectors | List each marketplace and gateway integration |
| Professional services | Timesheets, billing rules, margins | Project, Timesheets, Sales | Define billing rules before configuration hours |
| Multi-entity groups | Consolidation, intercompany, currencies | Custom plan multi-company | Separate entity setup from core configuration |

Odoo implementation proposal case study: KMF Technologies
A West African IT and hardware firm replaced manual product tracking with Odoo under a scope that named every phase, app and deliverable up front. KMF Technologies supplies IT services and hardware to institutions across the region.
The scope covered four apps, Sales, Purchase, Inventory and Accounting, four custom PDF report formats, and a localized chart of accounts for The Gambia, delivered in seven phases from requirements to post-go-live support.
Data migration was a named line: the full product master with cost and sale prices, followed by integrity checks. A phased rollout over 8 weeks closed the project, and KMF now runs purchase-to-delivery on live stock levels.
Read the KMF Technologies Odoo inventory implementation case study for the full scope.
The bottom line on comparing Odoo implementation proposals
The right Odoo implementation proposal is the one with the fewest blanks after you have priced every exclusion, not the one with the lowest total. Scope clarity predicts the final invoice better than the headline number or the partner badge.
Build your scope sheet, make every vendor price the same lines, score them on the same weights and write the gaps into the contract. An hour of this work before signing saves months of change orders after.

Frequently Asked Questions
What should an Odoo implementation proposal include?
+
Separate priced lines with hours for discovery, configuration per app, custom modules, integrations, data migration, training, hypercare and hosting. It should also name the Odoo version, the team and acceptance criteria per phase.
How much does an Odoo implementation cost?
+
Our published ranges are $3k to $9k for 5 to 25 users, $9k to $27k for 25 to 100 users and $27k to $150k+ for large multi-entity projects, excluding licences. Odoo's Success Packs run from US$580 for 4 hours to US$25,000 for 200 hours.
Why are Odoo quotes so different for the same project?
+
Usually because the scopes differ, not the skills. One quote includes data migration and 60 days of hypercare while another leaves them for change orders. Rebuild each quote on one scope sheet and the gap shrinks.
What are the biggest red flags in an Odoo quote?
+
No hours per phase, custom modules proposed on Odoo Online, "customization as needed" lines, licences bundled into one number, no acceptance criteria and an unnamed delivery team. Each one appears in real complaints on the Odoo forum.
Does an Odoo partner level guarantee a better implementation?
+
No. Levels depend on Enterprise users sold, certified staff and customer retention, reviewed quarterly by Odoo. They filter out inexperienced firms but say nothing about your industry, so judge the proposal and references directly.
Should I buy an Odoo Success Pack or hire a partner?
+
Odoo suggests Success Packs for small companies and partners above 50 employees. Packs are prepaid hours at roughly US$125 to US$145 an hour; partners can offer a firm project price, local project management and custom development.
Who owns the custom code in an Odoo project?
+
Your contract decides. Ask for custom modules in a repository you own or can access, with documentation, and confirm who pays to upgrade them at the next version. Odoo's free upgrade service excludes custom modules without a maintenance contract.
Can I change Odoo partners after signing?
+
Yes. Odoo's Enterprise Subscription Agreement lets you switch partners or work with Odoo directly on 30 days' written notice. Your services contract should allow a similar exit with handover of code, documentation and database access.
