Odoo License vs Implementation Cost: Line-by-Line Breakdown (Odoo 20) cover

Most buyers see one blended "Odoo cost" and cannot tell which part grows with headcount and which part is paid once. This guide splits the two. For our published ranges by company size, see our Odoo implementation cost guide.

This is for owners, CFOs and project leads comparing quotes for Odoo 19 or Odoo 20. If you only need the plan prices, our Odoo pricing guide covers every plan; here we focus on how the two bills fit together.

What is the difference between Odoo license cost and implementation cost?

Odoo License vs Implementation: Two bills, two different jobs

The Odoo license cost is a recurring subscription for the right to use Odoo Enterprise, while the implementation cost is a one-off fee for making Odoo work for your business. They go to different parties, change for different reasons and should never be blended in one quote.

How it changesGrows with headcount; renewals can riseFixed once scope is agreed; changes need a change request
How to lower itRight user mix, right planStandard processes, fewer custom modules

Odoo's own pricing page is clear on this split. It lists "Implementation service and access to Odoo expert services" under what is not included in the plans. In UK English you will also see the Odoo licence spelled with a "c"; the meaning is the same.

What does the Odoo license cost in 2026?

The Odoo 20 license is priced per user per month, with all apps included, and the plan you need depends on Studio, multi-company, the external API and hosting. These are the list prices billed yearly.

PlanUS price billed yearlyFirst-year price (new users)India price billed yearlyKey inclusions
One App FreeUS$0US$0Rs 0One app, unlimited users, Odoo Online
StandardUS$31.10 per user a monthUS$24.90Rs 725 (first year Rs 580)All apps, Odoo Online only
CustomUS$61.00 per user a monthUS$49.00Rs 1,350 (first year Rs 1,080)Studio, multi-company, external API, Odoo.sh or on-premise
Light UserUS$8.90 per user a monthn/aRs 195Time off, expenses, barcode operator and similar self-service tasks

Odoo says the first-year discount "is valid for 12 months, for initial users ordered." Light Users need at least one full user on the database. All plans include unlimited support, hosting on Odoo Online and upgrades at no extra fee.

Installing Studio or adding a second company moves you to the Custom plan automatically, nearly doubling the per-user Odoo license cost. Decide early. Our guide to Odoo per-user licensing shows how to trim the user count safely.

What does an Odoo implementation fee include?

An Odoo implementation fee pays for the people and hours that turn a blank database into your working system. A clear quote breaks it into components you can check one by one.

  1. Discovery and process mapping: workshops that record how you sell, buy, stock and invoice today, ending in a written scope. Our discovery phase is run this way.
  2. Configuration: setting up each app, such as warehouses, taxes, price lists, approval rules and user access.
  3. Data migration: loading customers, vendors, products, open orders, stock and opening balances from your old system.
  4. Customization: Studio changes, custom reports and, where needed, custom Python modules.
  5. Integrations: links to eCommerce stores, payment gateways, shipping carriers or banks.
  6. Training and go-live support: key-user training, a cutover plan and a fixed period of support after launch.

Our published cost drivers show how each component moves the price. These are implementation ranges only, with no license included.

Odoo implementation cost breakdown: a worked example

Here is a complete worked example for a 50-person distributor, showing each license line and each implementation line separately. All implementation values are illustrative and picked from inside the ranges above.

The company has 20 office users who need full access, and 30 warehouse and field staff who only scan barcodes, log time off and submit expenses. It needs one custom module for a special pricing rule, so it takes the Custom plan, US prices billed yearly.

License line (year 1)CalculationAnnual cost
20 full users, Custom plan, first-year price20 x US$49.00 x 12US$11,760
30 Light Users30 x US$8.90 x 12US$3,204
Year 1 license totalUS$14,964
Year 2 license (full users at US$61.00)20 x US$61.00 x 12 + US$3,204US$17,844
Implementation line (one-off, illustrative)CalculationCost
Six modules configured (Sales, Purchase, Inventory, Accounting, CRM, Barcode)6 x US$1,500US$9,000
One custom pricing module1 x US$3,000US$3,000
Two integrations (eCommerce store, shipping carrier)2 x US$2,000US$4,000
Data migration with two years of history1 x US$2,500US$2,500
Implementation totalUS$18,500

That US$18,500 sits inside our mid-size range of US$9k to US$27k, which usually runs 8 to 14 weeks. Paid by milestone at 30% kickoff, 30% pilot, 30% go-live and 10% hypercare, that is US$5,550, US$5,550, US$5,550 and US$1,850.

The custom module rules out Odoo Online, which Odoo says is incompatible with custom modules, so hosting on Odoo.sh or own servers becomes a third cost line. To price your own version, try our Odoo implementation cost calculator.

How do license and implementation compare over three years?

Implementation is the bigger cheque in year one, but the license is the bigger number over any period longer than about a year. That is why the lowest-looking quote is not always the lowest total.

PeriodLicenseImplementationTotalImplementation share
Year 1US$14,964US$18,500US$33,464About 55%
Year 2US$17,844US$0US$17,8440%
Year 3US$17,844US$0US$17,8440%
Three yearsUS$50,652US$18,500US$69,152About 27%

Prices are held flat here. Odoo's Enterprise Subscription Agreement lets renewal charges rise by up to 7% a year when you pay below the current list price.

Extra users added mid-term are charged at list price for the rest of the term. So a quote that saves on implementation but leaves you with 10 extra full users can cost more by year three. Every user moved to Light User saves money every year.

Odoo Success Packs vs partner fees: what is the difference?

A Success Pack is a block of prepaid hours with an Odoo consultant, while partner fees cover a scoped project delivered by a local team. Both are implementation costs, not license costs.

Odoo's Success Pack prices run from 4 hours for US$580 to 200 hours for US$25,000. The Standard pack is 50 hours for US$7,000, and new customers get 15% off their first pack. Extra monthly charges apply to maintain extra modules or lines of code.

Odoo itself suggests that companies with more than 50 employees usually work with a partner offering local project management. Use this simple test to choose:

  • Success Pack fits: a small team, standard apps, simple data and staff who can do much of the setup themselves.
  • Partner fits: several departments, custom modules, integrations, data migration from Tally, QuickBooks or another ERP, or a need for onsite or same-time-zone help.
  • Either way: ask what happens when the hours or the scope run out, and who owns the custom code afterwards.

Which Odoo costs sit outside both the license and the implementation fee?

Several real costs belong to neither bill, and they are where most budget surprises come from. List each one in your plan before you sign.

  • Odoo.sh or own hosting: Odoo Online hosting is included, but Odoo.sh pricing is charged per worker, storage and staging environment, and Odoo states the hosting price does not include the enterprise licence.
  • AI and other IAP credits: Odoo 20 AI runs on Odoo AI credits at EUR 1 each, with own OpenAI or Gemini keys removed. SMS, document scanning and lead generation are also credit-based.
  • Custom code maintenance: the subscription agreement charges a monthly fee per 100 lines of code for covered extra modules.
  • Legacy surcharge: databases older than the covered versions pay an extra 25% of the annualized license price once a year.
  • Ongoing support: post-go-live help, small changes and version upgrades after the included support period ends.

Our breakdown of Odoo 20 AI features and IAP credits shows how to budget credits month by month.

How do you reduce each side of the Odoo bill?

You lower the license by right-sizing users and plans, and you lower the implementation fee by adopting standard Odoo processes. The levers are different, so work on both.

  1. Count full users honestly: staff who only log time off, expenses or barcode scans may qualify as Light Users.
  2. Challenge the Custom plan: if you do not need Studio, multi-company, the external API or custom code, Standard costs about half per user.
  3. Use the first-year discount: order all initial users at once, since the discount covers initial users for 12 months.
  4. Adopt standard flows: every process you bend to fit Odoo saves configuration and a custom module.
  5. Trim migration history: bring open items and opening balances, and keep closed years as a read-only archive.
  6. Phase the rollout: go live with core apps first, then add Manufacturing, eCommerce or HR in a later phase.

Odoo license vs implementation cost by industry

The license side scales with headcount in every industry, but the implementation side depends on how far your processes sit from standard Odoo. This table shows where each cost usually concentrates.

How to read an Odoo partner quote line by line

A good Odoo partner quote separates license from implementation and prices each component on its own line. Check these points before you compare any two quotes.

  1. License shown separately: user counts, Light Users, plan and billing period, at Odoo's list price.
  2. Modules named: each app listed with what is configured, not just "full ERP".
  3. Custom modules described: what each one does, with a separate price.
  4. Integrations listed: each connection named, with sync direction and volume.
  5. Migration scope written: which records, how many years and from which system.
  6. Support period stated: how many days after go-live, and what happens after.
  7. Payment by milestone: tied to deliverables, not dates alone.

Our Odoo implementation proposal checklist turns these points into a scorecard you can use across several bidders.

Odoo implementation cost case study: KMF Technologies

A Gambian IT services and hardware firm moved from manual product tracking to Odoo in an 8-week phased rollout with a clearly scoped implementation. It is a good picture of what a small, standard-first project includes.

KMF Technologies supplies IT services, hardware and network infrastructure across West Africa. Products lived in hand-kept lists, stock was not visible in real time, and departments could not see each other's data.

We implemented four Odoo modules: Sales, Purchase, Inventory and Accounting. The scope included four custom PDF report formats, a chart of accounts built for The Gambia, migration of the full product master with cost and sale prices, and training.

The project ran in seven phases from analysis to post-go-live support. KMF now runs real-time stock across warehouses with fewer entry errors. Read the KMF Technologies Odoo inventory implementation case study.

The bottom line on Odoo license vs implementation cost

Treat the Odoo license as a yearly operating cost that grows with people, and the implementation fee as a one-off investment that grows with complexity. Budget, negotiate and reduce them separately.

In our example the implementation fee was the larger cheque in year one, yet the license made up about 73% of the three-year total. Get both on paper, line by line, and compare total cost of ownership over at least three years.

Frequently Asked Questions

Is the Odoo license included in the implementation cost?

+

No. The license is billed by Odoo per user per month, and the implementation fee is billed by your partner as a one-off project. Odoo's pricing page lists implementation services as not included in its plans.

How much does an Odoo license cost per user?

+

In the US, Odoo Standard is US$31.10 and Custom is US$61.00 per user a month billed yearly, with first-year prices of US$24.90 and US$49.00. In India they are Rs 725 and Rs 1,350. Light Users cost US$8.90.

How much does Odoo implementation cost?

+

Our published ranges are US$3k to US$9k for small projects, US$9k to US$27k for mid-size and US$27k to US$150k+ for large ones. Modules, custom code, integrations and data history decide where you land.

Which is bigger, the Odoo license or the implementation fee?

+

Implementation is often bigger in year one. Over three years the license usually wins because it bills every year; in our 50-person example it was about 73% of the three-year total.

What are Odoo partner fees?

+

Partner fees are what an implementation partner charges for discovery, configuration, data migration, customization, integrations, training and support. They are separate from the license, which is always billed by Odoo.

What is an Odoo Success Pack?

+

A Success Pack is a block of prepaid hours with an Odoo consultant, from 4 hours for US$580 to 200 hours for US$25,000. New customers get 15% off their first pack. Larger firms usually use a partner instead.

Do I need the Odoo Custom plan?

+

Only if you need Studio, more than one company, the external API, custom modules or Odoo.sh or on-premise hosting. Installing Studio or adding a company switches you to Custom automatically.

What Odoo costs are not in the license or the implementation fee?

+

Odoo.sh or own hosting, AI and other IAP credits, maintenance of custom code, a 25% surcharge on old versions, and support after the included period. Add each to your three-year budget.

Can I implement Odoo without a partner?

+

Small teams on standard apps often can, using Odoo's documentation or a Success Pack. Once you need data migration, integrations or custom modules, a partner usually saves time and rework.
