Odoo 20 vs SAP vs Dynamics 365 for Saudi and GCC: ZATCA, Cost and Fit
Odoo 20 vs SAP vs Dynamics 365 for Saudi and GCC buyers: ZATCA Phase 2, Wave 25, Arabic invoices, Saudi data residency and real per-user licence prices.
Most Gulf comparisons of Odoo, SAP and Microsoft stop at "all three are ZATCA compliant." That hides who delivers e-invoicing, where your data sits, and what you pay per user. Our Odoo vs SAP comparison covers the global picture; this guide is the Saudi and GCC version.
It is written for CFOs, finance managers and IT leads in Saudi Arabia, the UAE, Kuwait, Qatar, Bahrain and Oman who are shortlisting an ERP. For the tax side in depth, read our guide to Odoo for UAE VAT, FTA e-invoicing and GCC compliance.
How do Odoo 20, SAP and Dynamics 365 compare for Saudi and GCC buyers?

Odoo 20 vs SAP vs Dynamics 365 comes down to who delivers ZATCA compliance, where your data is hosted, and how much each user costs. The table sums up the points GCC buyers ask about most.
| Factor | Odoo 20 | SAP (Business One / S/4HANA) | Dynamics 365 (Business Central / Finance) |
|---|---|---|---|
| ZATCA Phase 2 | Odoo's own e-invoicing module | SAP Document Compliance or partner add-ons | Finance: Microsoft service; Business Central: partner apps |
| Arabic invoices | Built-in GCC bilingual format | Depends on partner localization | Depends on partner localization |
| Saudi hosting | Odoo cloud production in Saudi Arabia, or on-premise | Partner or SAP cloud, or on-premise | BC online in UAE geography; Saudi Azure region from Q4 2026 |
| Published price | US$31.10 to US$61.00 per user | Partner quote only | US$80 to US$210 per user |
| Typical fit | SMEs and mid-market groups | Large groups, existing SAP users | Microsoft-first companies |
| Our cost range | US$3k to US$150k+ implementation | Quote-based | Quote-based |
Prices are US list prices per user a month billed yearly, checked in October 2026. Saudi prices and partner discounts differ.
Which SAP and which Dynamics 365 product are you really comparing?
"SAP" and "Dynamics 365" are each two very different products, so the first step is naming the one you mean. Comparing Odoo with S/4HANA is a different decision from comparing it with Business One.
| Product | Who it is for | How it compares with Odoo 20 |
|---|---|---|
| SAP Business One | Small and midsize firms, sold via partners | Closest SAP match to Odoo in scope |
| SAP S/4HANA | Large enterprises and groups | Deeper, slower and far costlier to run |
| SAP ECC (legacy) | Existing SAP customers | Mainstream maintenance ends 2027, so a move is due |
| Dynamics 365 Business Central | Small and midsize firms | Closest Microsoft match to Odoo |
| Dynamics 365 Finance and Supply Chain | Large and complex operations | Enterprise tier, priced accordingly |
SAP describes Business One as "designed for small and midsize businesses" and sells it only through partners, with no public price list. SAP also committed to S/4HANA support to at least 2040, while ECC mainstream maintenance ends in 2027, with optional extended maintenance to 2030.
For a 30-user Saudi distributor, the real shortlist is usually Odoo 20, SAP Business One and Business Central.
Is each system ZATCA Phase 2 compliant?
All three can meet ZATCA Phase 2, but only Odoo and Dynamics 365 Finance ship the integration from the vendor itself; elsewhere it often comes from a partner. That difference decides who fixes it when ZATCA changes a rule.
ZATCA Phase 2 uses clearance for B2B tax invoices and reporting for B2C simplified invoices. Details are on the ZATCA e-invoicing portal. Here is how each system handles it:
- Odoo 20: the Saudi Arabia localization includes a ZATCA Phase 2 API module, a PoS e-invoicing module, and sandbox, simulation and production onboarding per sales journal.
- Dynamics 365 Finance: Microsoft documents phase two e-invoicing for Saudi Arabia through its Electronic Invoicing service, with the cleared QR code imported back into Finance.
- Dynamics 365 Business Central: Microsoft lists Saudi Arabia as a partner-localized country, so ZATCA support comes from a partner app on top of the international version.
- SAP S/4HANA and SAP ERP: SAP built a KSA e-invoicing solution on SAP Document Compliance, starting with Phase One and aimed at reducing Phase Two effort.
- SAP Business One: Phase 2 usually comes from a partner add-on, so ask which one and who maintains it.
One more point for Odoo buyers: the ZATCA e-invoicing module is open source under LGPL-3 in Odoo's code, while the Saudi VAT return report is part of Enterprise. Budget for Enterprise if you want the VAT return report and Odoo support.
Who must be ready for ZATCA Wave 25 by February 2027?
ZATCA's 25th wave pulls in resident taxpayers whose taxable turnover exceeded SAR 187,500 in any year from 2022 to 2025, with Phase 2 compliance due by 1 February 2027. That reaches deep into the small business segment.
ZATCA notifies each taxpayer in scope, but ERP selection and onboarding take months, not days. Plan it this way:
- Confirm scope: check your turnover for 2022 to 2025 and watch for ZATCA's notice.
- Pick the system: decide whether your current ERP or accounting tool can do Phase 2, or whether you switch now.
- Clean master data: company and customer VAT numbers, Commercial Registration numbers and full Saudi addresses.
- Test in simulation: onboard in ZATCA's simulation portal and clear sample invoices before production.
- Go live early: leave at least one month before the deadline for rejected invoices and fixes.
Data quality is a common blocker. One Odoo.sh user saw invoices come back NOT_REPORTED with a ZATCA BR-KSA-39 error about a missing seller VAT number; the advice was to update the build and complete VAT data on company and customer records.
How do Odoo, SAP and Dynamics 365 handle Arabic invoices and GCC VAT?
All three can print Arabic invoices and handle GCC VAT; Odoo has a ready GCC bilingual format, while for SAP and Dynamics the layout depends on your partner's localization. Arabic is a legal requirement in Saudi Arabia, not a nice-to-have.
Odoo's Saudi documentation states that tax invoices and simplified tax invoices, with their credit and debit notes, must be in Arabic, and may be bilingual with English. In Odoo you switch on the Gulf Cooperation Council Format for invoices and PoS receipts.
GCC VAT rates differ by country: 15% in Saudi Arabia, 5% in the UAE and Oman, and 10% in Bahrain. Odoo's Saudi package preloads 15% VAT, zero-rated and exempt taxes, the reverse charge and 5%, 15% and 20% withholding taxes.
Odoo 20 also adds the Saudi Central Bank (SAMA) as an automatic currency rate service, as shown in our Odoo 20 accounting release notes. With SAP and Dynamics, check whether the partner localization covers withholding tax and Arabic layouts out of the box or as paid work.
Where is your data hosted? Saudi data residency for each option
Odoo's own cloud now offers production hosting in Saudi Arabia, Business Central online for Saudi tenants runs in the UAE Azure geography, and SAP depends on the partner and product. Check backups too, not just production.
Odoo's privacy policy lists its hosting regions: the Middle East and Southern Asia region runs production in India and Saudi Arabia, while backups sit in Europe (France, Netherlands) and Canada. Odoo says backup locations cannot be chosen or restricted.
Microsoft's Business Central country availability list maps Saudi Arabia, Kuwait, Qatar, Bahrain, Oman and the UAE to the UAE Azure geography. Microsoft has confirmed a Saudi Arabia East Azure region for cloud workloads from Q4 2026, without naming Dynamics 365.
If your regulator or contracts require every copy of the data inside the Kingdom, the clean answer for all three is on-premise or a local private cloud. For Odoo that means the Custom plan; our guide to Odoo Online vs Odoo.sh vs on-premise explains the trade-offs.
How much do Odoo, SAP and Dynamics 365 cost in Saudi Arabia?
On published list prices, Odoo 20 costs less per user than Dynamics 365, and SAP has no public price at all. The gap widens as user counts grow.
On the Odoo pricing page, the US price billed yearly is US$31.10 per user a month for Standard and US$61.00 for Custom, with first-year discounts for new customers. On Microsoft's Business Central pricing page, Essentials is US$80 and Premium US$110 per user a month, paid yearly.
Dynamics 365 Finance lists at US$210 per user a month and Finance Premium at US$300. Here is an illustrative licence-only view for 25 full users a year:
| Option (25 full users) | List price per user a month | Licences per year (illustrative) |
|---|---|---|
| Odoo 20 Standard | US$31.10 | US$9,330 |
| Odoo 20 Custom | US$61.00 | US$18,300 |
| Business Central Essentials | US$80.00 | US$24,000 |
| Business Central Premium | US$110.00 | US$33,000 |
| Dynamics 365 Finance | US$210.00 | US$63,000 |
| SAP Business One or S/4HANA | Partner quote | Quote only |
Implementation often costs more than licences. Our published Odoo implementation cost ranges are US$3k to US$9k for small projects, US$9k to US$27k for mid-size and US$27k to US$150k+ for large ones. SAP and Microsoft partners quote per project.
Odoo vs SAP in Saudi Arabia: when is SAP the right call?
SAP is the right call for large Saudi groups that already run SAP, need its depth across many entities, or answer to a parent company standard. For most SMEs, Odoo vs SAP in Saudi Arabia ends in Odoo's favor on cost and speed.
Choose SAP when:
- You run ECC today: a move to S/4HANA keeps your data model, team skills and integrations.
- A parent sets the standard: group-wide SAP rules out a local exception.
- Scale is extreme: many plants, many company codes and heavy consolidation.
Choose Odoo when you are a growing distributor, retailer or manufacturer that needs ZATCA, Arabic and stock control on a mid-market budget. Our ERP comparison hub covers other options, including NetSuite and ERPNext.
Odoo vs Dynamics 365: when is Microsoft the right call?
Dynamics 365 makes sense when your company already lives in Microsoft 365, Azure and Power BI, and wants its ERP in the same stack. Odoo vs Dynamics 365 is otherwise a question of cost and scope.
Business Central is a strong product, but in Saudi Arabia the localization and ZATCA app come from partners, so your support chain has one more link. Dynamics 365 Finance carries Microsoft's own ZATCA service, at a price aimed at larger firms.
Odoo includes CRM, sales, inventory, manufacturing, accounting, HR, PoS and website in one per-user price, below Business Central's list price.
Which ERP fits your GCC industry?
Odoo suits most trading, retail, food service and light manufacturing firms in the Gulf, while SAP and Dynamics fit large or Microsoft-standardized groups. The table shows where each tends to land for GCC sectors.
| Industry | Pain or cost driver | Odoo approach | How iVentureTeam helps |
|---|---|---|---|
| Retail | Arabic receipts, B2C reporting, many branches | PoS with ZATCA simplified invoices | Set up PoS, branches and receipts |
| Restaurants | POS to ERP re-keying, combo menus | Kit BoMs and POS integration | Build the POS to Odoo bridge |
| Distribution | Multi-warehouse stock, B2B clearance | Inventory with journal-level ZATCA onboarding | Design routes, onboard journals |
| Contracting | Retentions, progress billing, withholding | Projects, accounting and withholding taxes | Map billing and tax rules |
| Manufacturing | BoMs, costing, import VAT | MRP with landed costs | Configure MRP and costing |

How do you decide between Odoo, SAP and Dynamics 365?
Answer six questions in order and the shortlist usually narrows to one. Score each vendor in writing, not in a demo.
- Scope: are you in ZATCA Wave 25 or an earlier wave, and when is your deadline?
- Product: which SAP or Microsoft product is actually on the table?
- Owner: who delivers and maintains the ZATCA integration, the vendor or a partner?
- Residency: must production and backups stay inside the Kingdom?
- Users: how many full users and how many light or team members?
- Five-year total: licences, implementation, support and upgrades for each option.

GCC Odoo integration case study: Ajwan International (Kuwait)
A Kuwaiti IT provider needed its restaurant client's WebPOS tills and Odoo back office to agree, branch by branch. Ajwan International Company W.L.L. asked us to connect the two.
Menus, prices and discounts were maintained twice. Branch data drifted apart, combo meals had no clean product structure, and finance rebuilt sales reports from till exports instead of the ERP.
We made Odoo the master for catalog and configuration and WebPOS the source of transactions, linked through custom REST APIs. Seven master-data streams flow from Odoo to WebPOS, and three feeds return per bill: sale, items and payment. Combos became kit-type BoMs in Odoo.
Delivery took 10 weeks. Manual re-keying between POS and ERP fell by 90%, and finance now reads consolidated sales directly in Odoo. Read the Ajwan Odoo and WebPOS restaurant integration case study.
The bottom line on Odoo vs SAP vs Dynamics 365
For most Saudi and GCC mid-market companies, Odoo 20 delivers ZATCA Phase 2, Arabic invoicing and in-Kingdom production hosting for the lowest published cost; SAP and Dynamics 365 fit large groups and Microsoft-first firms.
Name the exact product, ask who owns the ZATCA integration, check where backups live and compare five-year totals. With Wave 25 due by February 2027, decide now.

Frequently Asked Questions
Is Odoo ZATCA Phase 2 compliant?
+
Yes. Odoo's Saudi localization includes a ZATCA Phase 2 API module for clearance and reporting, plus PoS e-invoicing. Each sales journal still has to be onboarded with an OTP from the Fatoora portal before invoices clear.
Which is better for Saudi Arabia, Odoo, SAP or Dynamics 365?
+
For most SMEs and mid-market firms, Odoo offers the best mix of cost, ZATCA support and Arabic. SAP suits large groups already on SAP, and Dynamics 365 suits companies standardized on Microsoft.
How much does Odoo cost compared with Dynamics 365?
+
In the US, Odoo lists US$31.10 to US$61.00 per user a month billed yearly. Business Central lists US$80 to US$110 and Dynamics 365 Finance US$210. Local prices and discounts vary, so compare written quotes.
Does SAP Business One support ZATCA e-invoicing?
+
It can, usually through a partner add-on rather than a core SAP feature. Ask your partner which add-on they use, who maintains it and how quickly it was updated after past ZATCA rule changes.
Can Odoo be hosted in Saudi Arabia?
+
Yes. Odoo's cloud lists Saudi Arabia as a production location in its Middle East and Southern Asia region, with backups in Europe and Canada. For backups inside the Kingdom too, use on-premise or a local private cloud.
Is Dynamics 365 Business Central available in Saudi Arabia?
+
Yes. Microsoft lists Saudi Arabia as available with a partner localization on the international version, and environments deploy to the UAE Azure geography. ZATCA support comes from partner apps.
Do Saudi invoices have to be in Arabic?
+
Yes. Tax invoices and simplified tax invoices, with their credit and debit notes, must be in Arabic. They can be bilingual with English, which Odoo handles with its GCC invoice format.
What is ZATCA Wave 25?
+
It is the 25th Phase 2 integration wave. It covers resident taxpayers with taxable turnover above SAR 187,500 in any year from 2022 to 2025, who must comply by 1 February 2027.
How long does an Odoo implementation take in the GCC?
+
Our published ranges are 4 to 8 weeks for small projects, 8 to 14 weeks for mid-size and 12 to 24 weeks for large ones. ZATCA onboarding, Arabic layouts and integrations sit inside that plan.
