Odoo Implementation Cost in Morocco: MAD Budgets, CGNC, CNSS, DGI
Odoo implementation cost in Morocco: USD and MAD budget tiers, Odoo 20 license prices, CGNC chart, TVA regimes, CNSS payroll, DGI e-invoicing and samples.
Most "coût implémentation Odoo Maroc" and "Odoo prix Maroc" pages give a dirham range and a quote button, and several still quote an outdated license price. This guide starts from the ranges behind our Odoo implementation services and adds the lines that only appear in Morocco.
It is written for finance directors, founders and IT leads in Casablanca, Rabat, Tangier and Marrakech comparing local and offshore quotes. If you also run entities elsewhere on the continent, our guide to Odoo implementation cost in Kenya and Africa uses the same method.
How much does Odoo implementation cost in Morocco?
Odoo implementation cost in Morocco sits between US$3k and US$150k+ depending on users, modules, entities and custom work, with most single-company projects in the US$3k to US$27k band. The tiers are the ones on our Odoo implementation cost page for every country.
| Tier | Typical size | Implementation range (USD) | Illustrative MAD at 9.8 | Timeline | What is usually inside |
|---|---|---|---|---|---|
| Starter | 5 to 25 users, one entity | US$3k to US$9k | MAD 29k to 88k | 4 to 8 weeks | 3 to 5 apps, CGNC and TVA setup, basic migration, training |
| Growth | 25 to 100 users, one or two entities | US$9k to US$27k | MAD 88k to 265k | 8 to 14 weeks | 6 to 10 apps, payroll, custom flows, 2 to 3 integrations |
| Enterprise | 100+ users, multi-entity | US$27k to US$150k+ | MAD 265k to 1.47M+ | 12 to 24 weeks | Full suite, Morocco plus foreign entities, heavy custom modules |
The dirham column is illustrative. It uses about 9.8 MAD per US dollar, the rate seen in late October 2026, and your proposal should state the rate and date it assumes.
The drivers that move a project inside a tier are the same everywhere. Each extra module adds roughly US$0.9k to US$3k of effort (MAD 9k to 29k), a custom module US$1.8k to US$9k (MAD 18k to 88k), an integration US$1.2k to US$6k (MAD 12k to 59k) and data migration US$1.2k to US$9k (MAD 12k to 88k).
What is the Odoo license cost in Morocco?
The Odoo license cost in Morocco follows Odoo's list price, which is US$31.10 for Standard and US$61.00 for Custom per user a month billed yearly, with new users paying US$24.90 and US$49.00 in year one. It is the one cost that does not change with your partner.
| Plan | Yearly billing (per user a month) | Monthly billing | First-year price | Illustrative MAD (yearly) | What you get |
|---|---|---|---|---|---|
| One App Free | US$0 | US$0 | US$0 | MAD 0 | One app, unlimited users, Odoo Online |
| Standard | US$31.10 | US$38.90 | US$24.90 | About MAD 305 | All apps, Odoo Online hosting |
| Custom | US$61.00 | US$76.20 | US$49.00 | About MAD 598 | All apps, Odoo.sh or on-premise, Studio, multi-company, external API |
| Light User | US$8.90 | n/a | n/a | About MAD 87 | Limited access for shop-floor, POS and self-service staff |
Prices are from the Odoo pricing page as of November 2026. The page prices in your local currency and lists the Moroccan dirham among its billing currencies, so a Casablanca buyer may see MAD figures directly; the USD list price is the reference if you buy from abroad.
Two details matter here. Several Moroccan pages still quote Odoo Enterprise at about US$24 per user a month, below the current first-year price, so check the live page first. And any active employee record without a linked user counts as a Light User, which matters once payroll runs in Odoo.
Our guide to reducing Odoo per-user licensing cost shows how Light Users and portal access cut the bill, and our Odoo pricing guide covers the plans in full.
Should you budget an Odoo project in MAD, USD or EUR?
Budget the implementation in the currency your partner invoices, then convert once at a stated rate, because the dirham moved between 9.04 and 9.97 to the dollar during 2026. A proposal that hides the rate hides a cost.
- Fix the exchange assumption in writing. Ask every bidder for the rate and date used.
- Pay licenses yearly. It costs less per user (US$31.10 against US$38.90 on Standard) and locks the amount for twelve months.
- Split implementation into milestones. We bill at kickoff, pilot, go-live and hypercare, so you buy foreign currency in four smaller lots.
- Hold a currency buffer, not a scope buffer. A 10% contingency is common industry practice; label it currency risk.
- Agree who pays transfer charges. Paying a foreign supplier from Morocco takes paperwork and bank fees; put both in the contract.
Set the dirham as the company currency in Odoo and enable euro and dollar rates for import and export invoices. Odoo's multi-currency setup handles the revaluation entries.
What does the Odoo Morocco localization cover: CGNC, TVA and DGI reports?

The Odoo 20 Morocco accounting package (l10n_ma) covers the CGNC-style chart of accounts, the four TVA rates, Moroccan fiscal positions and a VAT report laid out like the DGI declaration, so core compliance is configuration rather than custom code. The table shows what is inside and what is not.
| Area | What Odoo 20 ships for Morocco | What still needs work |
|---|---|---|
| Chart of accounts | CGNC-style plan (1111 Capital social, 1140 Réserve légale and so on) with French and Arabic names | Mapping your old chart, analytic plans, sub-accounts your auditor expects |
| TVA rates | Sale and purchase taxes at 7%, 10%, 14% and 20%, plus exempt and suspended operations tied to CGI articles | Choosing the regime per tax, prorata, reverse charge on foreign services |
| TVA regime | Taxes default to cash-basis exigibility, matching the encaissement rule, with a transition account | Switching to the débit regime if you opted for it, and testing both |
| VAT report | Lines 10 to 60 and the taxable-revenue breakdown in DGI format, with a prorata column | Retenue à la source, IS schedules, the liasse fiscale and the ETIC notes |
| Fiscal positions | Morocco and Import/Export positions that remap revenue accounts | Supplier positions for free zones and non-resident services |
| E-invoicing | Nothing yet: the package holds the chart, taxes and report only | DGI connector once the technical specifications are final |
Odoo's fiscal localization list names Morocco but gives it no dedicated page, which is why buyers rarely know what is included. It installs automatically when the company country is Morocco.
The cash-basis default deserves attention. Moroccan TVA is normally due on collection, so Odoo books the tax to a transition account at invoice time and moves it on payment. Odoo's cash basis taxes documentation explains the entries; test partial payments and credit notes with your accountant.
Localization setup normally fits inside the implementation tier. It stops fitting when you need custom DGI schedules, the full liasse or a non-standard chart, which we price as reporting work of US$1.8k to US$9k.
What does Moroccan payroll with CNSS, AMO and IR cost to set up in Odoo?
Moroccan payroll in Odoo costs the least when you use the Odoo 20 payroll localization for Morocco and budget one parallel month, and the most when CNSS, AMO and IR rules are rebuilt by hand on Community. Payroll is the line most often missing from Moroccan quotes.
Morocco is one of 24 countries on Odoo's payroll localizations page for Odoo 20. The need is old: an Odoo forum thread asking "how to get morocco Payroll module?" has over 8,000 views and a single reply pointing to a third-party module.
The statutory base your salary rules must reproduce, using the published 2026 schedule:
| Contribution | Employer | Employee | Ceiling |
|---|---|---|---|
| Allocations familiales | 6.40% | none | No ceiling |
| Prestations sociales, short term | 1.05% | 0.52% | MAD 6,000 a month |
| Prestations sociales, long term | 7.93% | 3.96% | MAD 6,000 a month |
| AMO | 4.11% | 2.26% | No ceiling |
The CNSS declaration and payment fall due before the 10th of the following month; the professional training tax, IR brackets and CIMR vary by company. Keep ceilings and rates in configuration, not code, and confirm the current schedule before go-live.
The payroll line covers salary structures, CNSS and AMO rules with the ceiling, IR brackets and family deductions, French payslips, the bordereau figures for the Damancom declaration, entries into CGNC payroll accounts, and one parallel month reconciled against your current provider.
On Enterprise with the localization, we price this as configuration plus testing inside the Growth tier. On Community, or where rules differ from the standard package, it becomes a custom module of US$1.8k to US$9k. Odoo 20 also reworked pay runs and contracts; see the Odoo 20 payroll release notes.
How should you budget for DGI e-invoicing in Odoo?
Budget DGI e-invoicing as an integration line of US$1.2k to US$6k plus a provider fee, because the obligation exists in law, the rollout starts with large companies, and Odoo 20 does not ship a native connector for Morocco. Here is where the rules stand as of November 2026.
- Legal basis: Article 145-IX of the Code Général des Impôts requires an invoicing system that meets technical criteria set by the administration, introduced by the 2018 finance law and activated by the 2024 finance law.
- Decree: as of July 2026 the implementing decree had not been published in the Bulletin Officiel; a draft had gone to the Secrétariat général du gouvernement.
- Format: the DGI has said invoices will be structured UBL files with a qualified electronic signature, B2B first, with a free web tool for small firms and an EDI route for ERPs.
- Calendar: press reports in June 2026 described a first phase covering about 1,655 large companies above MAD 200 million turnover, PME and ETI in 2027 to 2028, then TPME after 2028. Treat dates as indicative until the decree is out.
Some Moroccan pages claim Odoo already connects natively to the DGI platform. The Odoo 20 Morocco package contains the chart, taxes and VAT report and nothing else, so any connector today is partner-built or third-party; ask to see it running in a test database first.
Meanwhile, keep invoice numbering sequential and unbroken, store the ICE and IF on every partner, and hold the reserve until the specifications are final. Our Odoo integration services build the connector when the DGI opens the EDI route for your size band.
What do integration days, data migration and hosting add in Morocco?
Integration, migration and hosting add between a few thousand dollars and a third of the implementation fee, depending on how many systems feed Odoo and where it runs. Moroccan quotes often express these as integrator days, so convert them to scope lines.
| Line | Typical range | Illustrative MAD at 9.8 | What drives it in Morocco |
|---|---|---|---|
| Integrations | US$1.2k to US$6k each | MAD 12k to 59k | Bank statement files, CMI card payments, eCommerce, WMS |
| Data migration | US$1.2k to US$9k | MAD 12k to 88k | Sage or Ciel exports, years of history, CGNC remapping, open TVA positions |
| Multi-entity | US$3k to US$12k | MAD 29k to 118k | Morocco plus France or Spain entities, consolidation, intercompany |
| Odoo.sh hosting | Per worker, storage and staging branch | n/a | Custom code, staging for payroll and DGI testing |
| Support after go-live | 15% to 20% of the fee a year, industry estimate | n/a | French and Arabic user support, month-end help, DGI changes |
Hosting follows the license plan. Odoo Online is included with both plans; Odoo.sh pricing is set by workers, storage and staging environments and excludes the license; a local server needs Custom plus a sysadmin. Our guide to Odoo Online, Odoo.sh and on-premise hosting covers the trade-offs.
Data migration from Sage or a local package is where Moroccan projects often overruns. Bring opening balances and open items into the CGNC chart, keep closed years as a read-only export, and reconcile the TVA transition account at cutover. Our Odoo migration services handle the mapping and tests.
What do sample Odoo budgets look like for Casablanca and Tangier companies?
A realistic Odoo budget for a Moroccan company combines the implementation tier, first-year licenses and the local add-ons, and the illustrative figures below show how they stack up. They are worked examples from our published ranges, not quotes.
| Scenario (illustrative) | Implementation | Moroccan add-ons | Year-one licenses | Year-one total |
|---|---|---|---|---|
| Casablanca trading company, 12 users, Sales, Purchase, Inventory, Accounting | US$3k to US$9k (Starter) | CGNC and TVA setup inside the tier | 12 Standard users at US$24.90: about US$3.6k | About US$6.6k to US$12.6k (MAD 65k to 123k) |
| Tangier manufacturer, 40 users, full ERP plus payroll | US$9k to US$27k (Growth) | Payroll setup US$1.8k to US$9k; DGI reserve US$1.2k to US$6k | 40 Custom users at US$49.00: about US$23.5k | About US$35.5k to US$65.5k (MAD 348k to 642k) |
| Group with Morocco and France entities, 120 users | US$27k to US$150k+ (Enterprise) | Multi-entity US$3k to US$12k; DGI and French e-invoicing | 120 Custom users at US$49.00: about US$70.6k | About US$100k and up (MAD 980k and up) |
Two things stand out. In a small project the first-year license bill is often as large as the implementation, so user counts matter as much as scope. In a mid-size project the Moroccan add-ons can be a quarter of the fee, so they belong in the first proposal, not in a change request.
Test your own numbers in our Odoo implementation cost calculator, then ask bidders to map their quote to each line.
Which Moroccan industries get the most from Odoo?
Distribution, manufacturing, textile and automotive suppliers, agri-food exporters and retail chains are where Odoo most often pays back in Morocco, because each carries a TVA, payroll or export pressure that spreadsheets cannot keep up with. The table shows the usual pattern.
| Industry | Pain or cost driver | Odoo approach | How iVentureTeam helps |
|---|---|---|---|
| Import and distribution | Landed costs in EUR and USD, TVA at four rates, many SKUs | Purchase, Inventory, Accounting with landed costs and multi-currency | Tax mapping, landed-cost rules, bank file imports |
| Manufacturing and automotive suppliers | Export orders, free-zone status, quality traceability | MRP, Quality, fiscal positions for exempt operations | BOM design, fiscal positions, costing reports |
| Textile and garment export | Seasonal workforce, piece rates, CNSS declarations | Payroll with the Morocco localization, Planning, Inventory lots | Payroll rules, parallel run, lot tracking |
| Agri-food and export | Expiry, lots, reduced TVA rates, certificates | Inventory with FEFO, Quality, Documents | Lot and expiry setup, rate configuration, document templates |
| Retail and restaurants | Many light users, CMI card payments, compliant receipts | POS with Light Users, Accounting, loyalty | Light User sizing, POS tax setup, store rollouts |
| Professional services | Timesheets, retenue à la source, client billing | Project, Timesheets, Accounting | Billing rules, withholding setup, margin reports |
How do you compare Odoo quotes from Moroccan and offshore partners?
Compare Odoo quotes on scope lines, not the bottom number, because a Casablanca integrator and an offshore partner package the same project very differently. Score each bid on these before you talk price.
- Localization named: CGNC chart, TVA regimes, VAT report and payroll, each marked as standard, configured or custom.
- Payroll scope: which CNSS, AMO and IR rules, which outputs, how many parallel runs.
- DGI plan: what happens when the decree lands, who builds the connector, and what it costs.
- License plan and users: Standard or Custom, full users against Light Users, yearly or monthly billing, and the currency shown.
- Hosting, support and currency: where Odoo runs, who fixes a wrong TVA line in month two, the rate assumed and the milestone split.
- References: clients you can call in Morocco or in your sector, in French or Arabic.
Time zones favor offshore delivery: Morocco is at UTC+1 and India at UTC+5:30, so an Indian working day covers Casablanca until mid-afternoon. Our guide on how to compare Odoo implementation proposals has a full scoring sheet.

Odoo implementation cost in Morocco case study: KMF Technologies
A West African IT firm shows what a Starter-tier Odoo project with a localized chart of accounts looks like: four modules, eight weeks and a phased rollout. KMF Technologies supplies IT services, hardware and network infrastructure to institutions across the region from The Gambia.
Its back office ran on manual tracking: products lived in hand-maintained lists, there was no real-time stock visibility, and sales, purchase and store departments could not see each other's data.
iVentureTeam ran a seven-phase implementation from requirements to post-go-live support. Sales, Purchase, Inventory and Accounting were configured around KMF's workflows, with a custom chart of accounts built for The Gambia and four custom PDF formats.
The product master was imported with integrity checks, staff were trained before a phased go-live, and the company now runs purchase-to-delivery with live stock levels. Read the KMF Technologies Odoo inventory implementation case study.
The bottom line on Odoo implementation cost in Morocco
Budget an Odoo implementation in Morocco at the same US$3k to US$150k+ tiers as anywhere else, roughly MAD 29k to 1.47M+ at today's rate, then add payroll, a DGI reserve, migration and a currency buffer as named lines. The partner who shows you those lines is the one you can hold to the number.
The hardest parts are already in Odoo 20: the CGNC chart, the four TVA rates with cash-basis exigibility, the DGI-format VAT report and a payroll localization. The open item is e-invoicing, so sign a quote that says what happens when the decree is published.

Frequently Asked Questions
How much does Odoo cost in Morocco?
+
Implementation runs from about US$3k (MAD 29k) for a small single-company project to US$150k+ for a multi-entity group. Licenses add US$31.10 per user a month for Standard or US$61.00 for Custom, billed yearly, with a first-year discount.
Can I pay for Odoo in Moroccan dirhams?
+
Odoo's pricing page lists the Moroccan dirham among its billing currencies, so buyers in Morocco may see MAD prices directly. Implementation partners quote in MAD, USD or EUR; ask for the exchange rate and date used in any foreign-currency quote.
Does Odoo support the Moroccan chart of accounts (CGNC)?
+
Yes. The Odoo 20 Morocco accounting package ships a CGNC-style chart with French and Arabic account names, Moroccan fiscal positions and TVA at 7%, 10%, 14% and 20%. Mapping your old chart and adding analytic accounts is still project work.
Does Odoo handle Moroccan TVA on encaissement?
+
Yes. The Moroccan taxes in Odoo default to cash-basis exigibility, so TVA is booked to a transition account at invoice time and recognized on payment. If you opted for the débit regime, your partner switches the setting and tests both cases.
Does Odoo support Moroccan payroll with CNSS and AMO?
+
Odoo 20 lists Morocco among its 24 payroll localizations. CNSS, AMO and IR rules, ceilings and outputs still need configuration and a parallel month against your current payroll, so budget payroll as a named line in the quote.
Is Odoo ready for DGI e-invoicing in Morocco?
+
Not natively yet. Article 145-IX of the CGI sets the obligation and the DGI has announced a UBL format with qualified signatures, but the Odoo 20 Morocco package has no DGI connector. Budget an integration line and wait for the final specifications.
Is Odoo Community free in Morocco?
+
The software is free under its open-source license, but Community has no Odoo payroll app, no Studio and no Odoo support. Once you add paid payroll modules, hosting and their upgrades, Enterprise often costs less over three years.
How long does an Odoo implementation take in Morocco?
+
Four to eight weeks for a Starter project, eight to fourteen for Growth and twelve to twenty-four for Enterprise. Payroll parallel runs and DGI testing add time, so plan the go-live away from the TVA filing deadline and the month-end CNSS declaration.
