Odoo vs Oracle ERP: Odoo 20, Fusion and NetSuite for GCC Buyers cover

Most "Odoo vs Oracle ERP" pages skip the numbers. This guide puts Oracle's own list prices, Odoo's published prices and GCC tax rules side by side. Our Odoo consulting services start with exactly that kind of honest fit check.

It is for CFOs, owners and IT leads in the GCC who hold an Oracle quote, run Oracle EBS or NetSuite, or want an Oracle ERP alternative. For the SAP and Microsoft side of the same decision, read our Odoo 20 vs SAP vs Dynamics 365 guide for Saudi and GCC buyers.

Which Oracle ERP are you comparing with Odoo?

Odoo vs Oracle ERP means one of three different comparisons: Oracle Fusion Cloud ERP, Oracle NetSuite or an older Oracle E-Business Suite system. Each one competes with Odoo in a different way, so name the product first.

Oracle productWho it targetsHow it compares with Odoo 20
Oracle Fusion Cloud ERPLarge enterprises and groupsDeeper global finance, far higher cost per user
Oracle NetSuiteMid-market and fast-growing firmsClosest like-for-like rival to Odoo
Oracle E-Business Suite 12.2Existing on-premise Oracle customersA legacy system you might replace with Odoo

Oracle has said Premier Support for E-Business Suite 12.2 runs through at least 2037. So EBS users are not forced off today; the question is whether the running cost still makes sense.

How do Odoo 20 and Oracle compare at a glance?

Odoo vs Oracle ERP: Which one fits your GCC business?

Odoo 20 is one modular ERP with every app in a per-user price, while Oracle prices Fusion and NetSuite by module, user type and term. The table sums up the points GCC buyers ask about most.

How much does Oracle Fusion Cloud ERP cost compared with Odoo?

On published list prices, Oracle Fusion ERP costs about ten times more per full user than Odoo Custom, before any implementation work. Oracle negotiates discounts, so treat this as a starting point, not a quote.

Oracle's Fusion Cloud Service Global Price List, dated 8 October 2026, lists Oracle Fusion Enterprise Resource Planning Cloud Service at US$625 per hosted named user a month, with a minimum of 10 users. Procurement is a separate US$625 per named user.

The same list notes that the standard term for Oracle Cloud subscriptions is three years. A hosted named user counts whether or not that person logs in, so every licensed name is paid for all term.

On the Odoo pricing page, Odoo Standard costs US$31.10 and Custom US$61.00 per user a month billed yearly, with every app included. Custom adds Studio, multi-company, the external API and Odoo.sh or on-premise hosting.

Here is an illustrative licence-only view for 25 full users, using list prices only:

OptionList price per user a month25 users a year25 users over 3 years
Odoo 20 StandardUS$31.10US$9,330US$27,990
Odoo 20 CustomUS$61.00US$18,300US$54,900
Oracle Fusion Suite ProfessionalUS$330.00US$99,000US$297,000
Oracle Fusion ERP Cloud ServiceUS$625.00US$187,500US$562,500

Fusion Suite Professional needs a 36+ month contract and cannot be bought à la carte. Oracle also lists lower-priced self-service seats: ERP for Self Service is US$20 per user, minimum 100.

Add-ons stack up fast. The same price list shows Fusion ERP Analytics at US$450 per named user a month and Thomson Reuters Global E-invoicing at US$770 a month per 1,000 hosted records.

What about Oracle NetSuite vs Odoo for GCC mid-market firms?

NetSuite is Oracle's real mid-market rival to Odoo, but it is quote-only and cloud-only, while Odoo publishes its prices and lets you host where you like. For GCC buyers, that difference shapes both budget and data residency.

NetSuite does not publish a price list. Its own implementation guide says "NetSuite pricing is built to accommodate each company's specific operations" and puts standard support at 10% to 20% of the annual license fee.

On compliance, NetSuite offers a Saudi Arabia e-Invoicing SuiteApp that clears e-documents through ZATCA's Fatoora portal. NetSuite says it works only for companies in Saudi Arabia, so other GCC entities need their own setup.

Our Odoo vs NetSuite comparison goes deeper. Ask any reseller for a five-year total with the yearly uplift.

How long does implementation take, Odoo or Oracle?

A mid-size Odoo project usually goes live in 8 to 14 weeks, while Oracle's own NetSuite guidance puts mid-market projects at 4 to 11 months. Fusion programs for large groups usually take longer again.

Project sizeOdoo 20 (our published ranges)Oracle NetSuite (Oracle's guidance)
Small or single entity4 to 8 weeks, US$3k to US$9k8 to 14 weeks
Mid-size8 to 14 weeks, US$9k to US$27k4 to 11 months
Large or multi-entity12 to 24 weeks, US$27k to US$150k+9 to 18 months for global rollouts

Our ranges come from the Odoo implementation cost guide and are ranges, not fixed quotes. Data migration adds US$1.2k to US$9k depending on the source system and years of history.

Oracle publishes no standard Fusion timeline; partners quote per program. Compare any Fusion phase plan line by line with an Odoo plan for the same scope.

Which handles GCC compliance better, Odoo or Oracle?

Odoo covers Saudi ZATCA Phase 2, UAE VAT and corporate tax, and GCC payroll in its standard localizations, while Oracle covers the same rules with more add-ons and partner work.

Odoo's Saudi Arabia localization includes `l10n_sa_edi` for ZATCA Phase 2. B2B tax invoices go through clearance, B2C simplified invoices get a QR code and are reported, and Arabic is mandatory on both, with bilingual layouts allowed.

It also covers 15% VAT and a VAT and withholding return. Saudi payroll in Odoo handles GOSI by nationality, end-of-service provisions and the mandatory WPS report.

For the UAE, Odoo's localization adds an IFRS-aligned chart of accounts, FTA VAT returns and a corporate tax report, plus UAE payroll with WPS. Odoo's localization list also names Kuwait, Oman and Qatar.

Deadlines matter. ZATCA's Wave 25 covers taxpayers whose VAT revenue exceeded SAR 187,500 in any year from 2022 to 2025, with Fatoora integration due by 1 February 2027. Our ZATCA Wave 25 plan for Odoo covers the steps.

Oracle Fusion supports Arabic as a language pack and sells e-invoicing as an add-on. In our experience, partners build the Fusion ZATCA link, so ask who owns the Fatoora connection and its upkeep.

Where is your data hosted? Saudi residency with Odoo and Oracle

Both Odoo and Oracle can run production inside Saudi Arabia, but Oracle has two in-Kingdom cloud regions while Odoo's cloud keeps backups in Europe and Canada. If every copy must stay in the Kingdom, plan for that early.

Oracle opened its second Saudi cloud region in Riyadh in August 2024, joining Jeddah, with NEOM planned.

Odoo's privacy policy lists India and Saudi Arabia for production in its Middle East and Southern Asia region, with backups in France, the Netherlands and Canada. Odoo says backup locations cannot be chosen.

When a regulator or contract demands all data in the Kingdom, run Odoo on-premise or in a local private cloud on the Custom plan. Our guide to Odoo Online vs Odoo.sh vs on-premise explains the trade-offs.

How do customization and upgrades differ?

Oracle Fusion pushes four mandatory updates a year and limits deep changes to its extension points, while Odoo lets you change the code but asks you to plan each yearly major version.

Oracle says Fusion quarterly updates "are mandatory and cannot be skipped." Test environments update two weeks before production, so you regression test four times a year.

Odoo releases one major version a year and supports each for three years, and you choose when to upgrade. Studio covers fields, views and reports; Python modules cover the rest.

  • Keep custom code light: use standard Odoo flows and Studio first, and write modules only for real gaps.
  • Plan upgrades: budget one major Odoo upgrade inside any five-year cost view.
  • Mind integrations: XML-RPC and JSON-RPC are deprecated in Odoo 20 and scheduled for removal in Odoo 22, so build new links on the JSON-2 API.

When should you stay on Oracle?

Stay on Oracle when its global depth is the reason you bought it and the system still works. We tell clients to stay in these cases.

  • Global consolidation: many legal entities, several ledgers and accounting standards, and a group close that already runs well on Fusion.
  • Parent company mandate: a multinational standard that names Oracle for every subsidiary.
  • Oracle industry suites: you depend on Oracle products for utilities, healthcare or retail that Odoo would need to replace.
  • Recent go-live: you went live on Fusion in the last two years and users have adopted it.

If none apply and an Oracle renewal is close, an Oracle ERP alternative deserves a real look.

How do you migrate from Oracle to Odoo?

An Oracle to Odoo migration moves master data and open balances first, then finance, then operations, while the Oracle system stays read-only for history.

  1. Discovery: list the Oracle modules, custom reports and integrations you actually use.
  2. Data scope: decide what moves: customers, vendors, items, open orders, open invoices, stock and opening balances.
  3. Extract: export from Oracle reports or tables; Odoo forum users ask how to read data from an Oracle database into Odoo.
  4. Map and load: map Oracle charts of accounts, tax codes and item categories to Odoo, then load in batches with external IDs.
  5. Test compliance: onboard each Saudi sales journal in the ZATCA sandbox and simulation before production.
  6. Parallel run: run one closing period in both systems, then switch Oracle to read-only.

Our Odoo migration services cover extraction, mapping, testing and cutover from Oracle EBS, Fusion or NetSuite.

GCC Odoo vs Oracle ERP case study: bilingual Arabic receipts in Odoo

A Middle East retail business needed every POS receipt in both Arabic and English, the kind of local detail GCC buyers weigh when they compare Odoo with Oracle. We delivered it in 3 weeks.

The retailer's stock Odoo 11 POS receipt printed in one language. Arabic-speaking customers could not read English-only slips, while audit needs favored English line items next to Arabic.

We rebuilt the POS receipt template so product name, taxable amount, non-taxable amount, subtotal and total print in both scripts, with right-to-left Arabic rendered correctly. Printing runs through a Raspberry Pi at each POS station.

Every sale now produces one receipt both the customer and the accountant can read. Read the bilingual Arabic-English POS receipts case study.

The bottom line on Odoo vs Oracle ERP

Name the Oracle product you are weighing, price five years on both sides, and test your ten key processes on your own data.
