The agreement says that once per year, and no earlier than 6 months after a new major version is released, a customer on a version older than the Covered Versions "agrees to pay an extra fee equal to 25% of the annualized price."

The same agreement defines Covered Versions as "the 3 most recently released major versions of the Software," with one new major version released each year. In plain terms, every September the oldest covered version drops off the list.

Who does not pay the Odoo legacy surcharge, and where does Odoo.sh fit?

You do not pay the Odoo legacy surcharge if your database runs Odoo 18, 19 or 20, or if you run Odoo Community with no Odoo subscription. The fee only exists inside an Odoo Enterprise subscription, so there is nothing to surcharge without one.

  • Covered versions: Odoo 18, 19 and 20 pay nothing extra until each one drops off the covered list.

  • Odoo Community without a subscription: no subscription, no surcharge, but also no official support or security service from Odoo.

  • Odoo Online: Odoo's policy says extended support is not available on Odoo Online, so Online databases need to stay on supported versions rather than pay to remain behind.

  • Odoo.sh: extended support on Odoo.sh covers only "a limited number of versions." If your version falls outside that window, you must upgrade or move hosting.

  • On-premise: extended support is available for any version, which is exactly where the surcharge applies most.
