Odoo vs 1C: From Accounting System to Full ERP, and How to Migrate cover

Most "Odoo vs 1C" articles stop at "ERP is bigger than accounting." They skip what moves, what breaks and what it costs. Our Odoo migration services start with exactly those three questions for every 1C to Odoo migration.

This guide is for owners, CFOs and chief accountants who run 1C or BAS and want a 1C alternative. The path is close to our Tally to Odoo migration guide, another accounting-first system.

What is the real difference between Odoo and 1C?

Odoo vs 1C: Accounting system or full ERP?

The real difference between Odoo and 1C is that 1C grew out of accounting, while Odoo grew out of operations with accounting built in. That shapes how data is entered, who enters it and what the finance team does all day.

1C Company was founded in 1991 in Moscow and released bookkeeping software in 1992. Its apps, such as 1C:Accounting, trade management and 1C:ERP, run on the 1C:Enterprise platform. In Ukraine, many of the same products were sold under the BAS name.

Odoo takes the other route. A confirmed sale reserves stock, a delivery moves it, and a validated vendor bill or customer invoice posts the journal entry. Accounting reviews and closes; it does not re-key.

Why are companies looking for a 1C alternative in 2026?

Companies are looking for a 1C alternative because of legal pressure, vendor risk and growth limits that an accounting-first system cannot fix. The Ukrainian ban is the loudest driver, but it is not the only one.

Ukraine's Cabinet of Ministers adopted Resolution No. 1335 on 22 October 2025. Under it, the State Special Communications Service published a list of prohibited software in January 2026. It names 1C:Accounting, 1C:Enterprise, BAS ERP, BAS Trade Management and other titles.

The list is mandatory for state bodies, military formations, state and municipal enterprises and critical infrastructure operators. For other private firms, BDO in Ukraine says direct liability was still being drafted as of May 2026, with a draft law proposing fines of up to 2% of annual turnover.

Even without a fine, the pressure is real. BDO notes that Prozorro tender participants must confirm they do not use listed software, and that large buyers and banks now ask about it. Check your own position with legal counsel; this article is not legal advice.

Outside Ukraine, the reasons are more practical:

  • Vendor risk: Poland sanctioned 1C Poland in April 2022, and many groups now avoid Russian-origin software in their stack.
  • Talent: finding 1C developers outside the region is hard, while Odoo partners work in most countries.
  • Growth: eCommerce, CRM, manufacturing and multi-company reporting often sit outside 1C and get bolted on.
  • Reporting: management numbers wait for the month-end close instead of reading live operational data.

How does 1C compare with Odoo on modules and scope?

1C covers accounting, payroll and trade very well, while Odoo covers those plus CRM, eCommerce, manufacturing, projects and service in the same database. The table maps the usual 1C products to their Odoo counterparts.

1C / BAS productWhat it doesOdoo counterpart
1C:Accounting / BAS AccountingGeneral ledger, VAT, statutory reportsOdoo Accounting with a country localization
1C:Trade Management / BAS Trade ManagementSales, purchasing, warehouseSales, Purchase and Inventory
1C:ERP / BAS ERPProduction, costing, planningManufacturing, Quality, Maintenance, PLM

1C:Document ManagementWorkflows and archivesDocuments, Sign and Approvals
Separate CRM or web shopUsually third-party, synced to 1CCRM, Website and eCommerce, built in

Payroll is the line to watch. Odoo's payroll depth varies by country, so confirm local rules early. If a country is not covered, many companies keep a local payroll tool and post totals into Odoo.

What changes when you move from 1C to a full ERP?

When you move from 1C to Odoo, data entry shifts from the accounting office to the people doing the work. The accountant stops typing documents and starts controlling them.

Plan for it as a process change, not a software install:

  • Sales staff create quotes and orders in Odoo, which then drive delivery and invoicing.
  • Warehouse staff validate receipts and deliveries with barcodes, which values stock as it moves.
  • Buyers raise purchase orders, and vendor bills match against them before posting.
  • Accountants review, reconcile, run tax reports and close periods with lock dates.
  • Managers read dashboards from live data instead of waiting for a monthly export.

Controls matter more once more people post. Set access rights, approval rules and three-way matching from day one. Our guide to Odoo internal controls and audit trail shows how.

Can Odoo handle 1C-style local accounting and reporting?

Odoo can handle local accounting in most 1C markets, but local statutory reports need checking country by country. This is the area where a 1C replacement project wins or fails.

Odoo's fiscal localization list includes Ukraine, Kazakhstan and Uzbekistan. In Odoo 20, the standard Ukraine module is named "Ukraine - Accounting" and installs a chart of accounts and account tags.

That is a starting point, not a full replacement for 1C:Accounting. VAT returns, local electronic reporting and payroll filings usually need a local partner module, custom reports or an exchange with the filing service you use today.

So list every report your accountant files from 1C. Mark each one as standard in Odoo, available from a local module, buildable as a custom report, or kept in a separate filing tool. That list drives scope more than any feature demo.

Multi-currency is handled in standard Odoo, including rates, exchange differences and revaluation. See our Odoo multi currency accounting guide for how it posts.

How much does it cost to replace 1C with Odoo?

Replacing 1C with Odoo costs a yearly user license plus a one-off implementation and data migration, and the localization gap is the biggest swing factor. Budget all three before you compare against 1C renewal fees.

On the Odoo pricing page, the US price billed yearly is US$31.10 per user a month for Standard and US$61.00 for Custom, with first-year prices of US$24.90 and US$49.00. Custom adds Studio, multi-company, the external API and Odoo.sh or on-premise hosting.

Our published Odoo implementation cost ranges are a fair guide. They are typical ranges, not fixed quotes:

Company sizeImplementation rangeTypical timeline
SmallUS$3k to US$9k4 to 8 weeks
Mid-sizeUS$9k to US$27k8 to 14 weeks
LargeUS$27k to US$150k+12 to 24 weeks
Data migrationUS$1.2k to US$9kDepends on source system and years of history

For a 1C source, several years of history or multiple 1C databases push migration toward the upper half. Local report work is extra. For a quick figure, run the Odoo migration cost calculator.

How do you migrate from 1C to Odoo step by step?

A 1C to Odoo migration works best as a new implementation with a clean data load, not a copy of the 1C database. These are the steps we follow.

  1. Inventory the 1C estate: list every 1C or BAS database, configuration, version, custom change and integration, and who uses each.
  2. Freeze and archive: decide the cutover date and plan to keep the old databases read-only for audits and tax retention.
  3. Map the chart of accounts: match 1C accounts and analytics to the Odoo chart and analytic plans, and agree tax mappings with the chief accountant.
  4. Export master data: customers, vendors, items, units, prices, warehouses and employees, using 1C's export tools or reports to spreadsheets or XML.
  5. Clean and de-duplicate: fix duplicate partners, unused items and wrong units before loading, not after.
  6. Load with external IDs: Odoo's import tool lets you reuse external IDs from previous software and advises importing large files in smaller batches.
  7. Load open items and opening balances: open invoices, bills, stock quantities and values, and the trial balance at the cutover date.
  8. Test real scenarios: run a full month of sales, purchases, stock and the tax report in a test database and compare with 1C.
  9. Train and cut over: train key users first, run a short parallel period, then stop posting in 1C.

Spreadsheets will sit in the middle of steps 4 to 7. Our Excel to Odoo migration guide covers the import templates and checks in detail.

What 1C data should you migrate, and what should you archive?

Migrate what you need to run the business from day one, and archive closed history in 1C rather than rebuilding it in Odoo. Full history migration is the most common reason 1C projects run late.

Data typeMove to Odoo?Notes
Customers and vendorsYesClean tax IDs and addresses first

Stock on hand and valueYesLoad per warehouse at the cutover date

If auditors need history inside Odoo, load monthly balances per account rather than every document.

Which industries gain most from replacing 1C ERP with Odoo?

Manufacturers, distributors and multi-channel retailers gain the most, because their pain sits in operations that 1C only records after the fact. Service firms gain too, mainly from project billing and CRM.

When should you not switch from 1C yet?

You should wait if your only need is statutory bookkeeping and no legal or customer pressure applies to you. Odoo pays off when operations, not just accounting, need fixing.

Hold off, or phase the move, in these cases:

  • Accounting only: a small firm with no stock, no projects and an outsourced accountant may gain little from a full ERP right now.
  • Unclear local reporting: if no Odoo option exists yet for a report you must file, solve that before cutover, not after.
  • Mid-year timing: many teams prefer to switch at a fiscal year start to keep the tax year in one system.

If you are a state enterprise or critical infrastructure operator in Ukraine, waiting is not an option. Plan the archive and the replacement now. Still comparing other systems first? Our ERP comparison hub covers more options.

1C to Odoo migration case study: Fernando Tax Management

Fernando Tax Management was not a 1C user, but it had the same problem: an accounting-centric legacy system that forced staff to re-key data. The fix followed the path in this guide.

The Dutch tax practice, founded in 2008, had outgrown a rigid legacy system. Manual entry across systems produced duplicate and inconsistent records, and journal entries, sales workflows and cost tracking were slow and convoluted.

We moved the firm to Odoo 18 in 10 weeks of migration and customization. We built an office cost tracking workflow into Sales and Purchase, localized tax reports for the Netherlands and Curaçao, and fixed a hidden journal lines issue.

The firm now runs its processes on one Odoo platform and reports a 60% reduction in manual data entry. Read the Fernando Tax Odoo accounting automation case study.

The bottom line on Odoo vs 1C

Choose Odoo when you need one system for operations and accounting, or when 1C is no longer an option for legal or vendor reasons; keep 1C only if bookkeeping is all you need and no pressure applies. Either way, plan the reports first.

The safest 1C to Odoo migration is a clean implementation: map the chart of accounts, move master data and open items, archive history and test the tax reports before cutover.

Frequently Asked Questions

Is Odoo a good alternative to 1C?

+

For companies that need sales, stock, purchasing, production and accounting in one system, yes. For pure statutory bookkeeping, check first that Odoo or a local module covers every report you file.

Is 1C banned in Ukraine?

+

Ukraine listed 1C and BAS products as prohibited software under Resolution No. 1335 of 22 October 2025. The list is mandatory for state bodies and critical infrastructure; rules for other private firms were still being drafted in 2026.

Is BAS different from 1C?

+

BAS is the product line sold in Ukraine on the same base as 1C, and it is on the same prohibited list. BDO in Ukraine notes that a name change does not alter the underlying code architecture.

Does Odoo support Ukrainian accounting?

+

Odoo includes a "Ukraine - Accounting" localization with a chart of accounts. Statutory reports, electronic filing and payroll usually need a local module or custom work, so map every report before you commit.

Can you migrate data from 1C to Odoo?

+

Yes. Export master data, open items and balances from 1C to spreadsheets or XML, clean them, then import them into Odoo with external IDs. Closed years usually stay in 1C as a read-only archive.

How long does a 1C to Odoo migration take?

+

A small firm often goes live in 4 to 8 weeks and a mid-size firm in 8 to 14 weeks. Local report development, several 1C databases and long history add time.

How much does Odoo cost compared with 1C?

+

Odoo Standard is US$31.10 and Custom US$61.00 per user a month billed yearly in the US, plus implementation and migration. Compare a five-year total against your 1C licenses, support and add-on costs.

Can Odoo replace 1C:ERP for manufacturing?

+

Yes, Odoo Manufacturing covers bills of materials, work orders, routings, quality and maintenance in the same database as stock and accounting. Test your own costing method in a pilot before cutover.
